Special Call Issued County Judge Tremhard has issued a call for the convening of the Cct'nty Court for Saturday, May 23rd, to take cognizance of the writ of mandamus issued out of Judge Mc Bride's court, in the matter of the local option cases in this city; this being in accord with the statute prescribing ten days' no tice for the convention of the county court in special session. The order of the circuit court is construed to be of minor effect to the provision of the code; and the court is proceeding up on this hypothesis. In Formal Session The Oregon State Board of Pilots met in this city yesterday in regular session for the month of May. Com missioners F. J. Taylor, A. V. Pen dleton and Sylvester Farrel, being present. There was only routine busi ness transacted. Commissioner Pen dleton reports that he has the State schooner "San Jose" in fine condition for sea, and that she will be brought around from Young's Bay when the bar pilot boat Joseph Pulitzer enters port again. Court Did Not Meet The County Court of Clatsop county did not meet yesterday, despite the fact and service of the peremptory writ of mandamus commanding it to do so forthwith for the purpose of ordering an election for local option purposes in precincts 2 and 3 of this city, emanating from the circuit court chambers of Hon. Thomas A. Mc Bridc, at Oregon City. The court is relying upon the statute that says no special session of the county court may be had without 10 days' notice in that behalf And in this relation, it is said that the attorney for the local optionists, J. In the Police Court The police had five complaints to present his honor Judge Anderson yesterday afternoon and three of those forfeited their bail by not ap pearing. The other two pleaded not guilty to the charges of vagrancy and disorderly conduct respectively but the evidence given by the officers and witnesses for the prosecution satisfied the court of their guilt. The gentle man "vag" was fined $40 or 20 days and the disturber of the peace of the city of Astoria was assessed $30 or IS days. Distinguished Visitors- All Chinatown is agog with pleas urable excitement, in the entertaining of several distinguished visitors from San Francisco and Portland. The travelers are not merchants of both cities and hold some prominent office in the fraternal world of Pacific Coast Chinamen. They leave today for other fields of peculiar interest to them. It is rumored that one of them, the old est and fattest, is a millionaire and a man of extraordinary Influence in Chinese affairs in America; but the Astorian's informant is backard about names and dignities. Earle Clark, Robert McLean and Allen Hughes, was out yesterday intervening the merchants of the city, on the score of closing the business houses of As toria on "Battleship Day," May 20, and last evening had secured the sig natures of 40 of the merchants pledg ing themselves to "shut up shop" on that day, and the young men expect to get the last dealer in the city by sundown this evening. All of which is good news. Back From Maine Captain H. A. Matthews, the well known ex-bar pilot of this city, who has been absent for the past five months on a visit to his old home stead in distant Maine, and other points in the East, returned to the city yesterday, and was kept busy shaking hands with scores of friends and old shipmates who were glad to see him looking well and hearty again after his protracted absence. Captain Matthews docs not know just what he will do as yet, and will take his time in formulating his plans for the future. H looks as if his trip had done him a world of good. Mrs. Matthews who went East with him returned home some time ago. A Successful Affair Manager Buffum's special reception at the laying of the cornerstone of the first home erected in this city by the Banking, Savings & Loan Association at 11 o'clock yesterday forenoon, was a sheer success and was enjoyed by all guests who were able to be pres ent and they were many. There were clever and appropriate addresses made by Mayor Wise, Mr. Buffum, Dr. Ball, G. Wingate and Secretary Whyte of the Chamber of Commerce and others, all in explanation of the purposes and plans of the Associa tion and in friendly support of the famous slogan of the concern, "Own Your Own -Home." "The Jewel" Opened Last night "The Jewel" theatre was opened in its new location which is on Commercial street next door to the Scandinavian-American Savings Bank. The entrance is very beautiful and unique being an arch the full width of the building (and a partition set back from the street about ten feet with the box office in the centre and large double doors on each side all opening outward. The interior is papered in red and has a seating capa city of 212 chairs and probably stand ing room for 40 people. The moving pictures are especially good and many were the words of commenda tion heard on the sidewalk as the patrons came away last evening. It has been stated that two theatres so close to each other would injure the business of both but this is a fallacy as in the East nearly all the threates are in groups. In one city in the East three theatres are next door to each other, half a block from them is another and one block round the cor ner brings one to a point where four others can be seen.
