Thirty days from date the people of Clatsop and Astoria will pay their civic obligations to precinct, county and state by voting their choice among the candidates of the hour fof the various offices and trusts, and for the numerous laws pending upon ref erendum. "The voice of the people is -the voice of God!". This is saying much, at this day and age, when the result of an election frequently depends on the price of votes and the market conditions of the polls; and at best it is but a sentimental play of expression among those to whom an election has fallen jot success and achievement Hap pily, we of old Clatsop are not in much danger of the perverted vote and we hop e never will be. Custom has a tendency to cheapen all our franchises to a point where their essence and power are nega tived, and even sacrificed. We should study'the vote that belongs to us, once in a while, and try to put it back upon the plane of our greatest possession and most effective re source; make it the sign-manual of our conscience, our hope, our sense of duty ;the best and proudest legal grant in the world, and save it from Ah tment. esoeciallv at our own hands. To some men it is a mere means to an end of questionable value, or of down-right evil;' and its statutory secrecy renders it doubly dangerous in such a guise. The only ott-set against such estimate and use, is the major, clean, well-thought-out, hon est vote of the people who go to the polls uncorrupted, intelligent and free. DISASTER, BY WAVES. Within the past ten days there has arisen a wave of naval disaster; the British navy has suffered loss, and grave damage, in the case of four of it vessels, and Japan has just had one torn out of existance by an ex plosion that involved the cruiser and 200 of its men including the captain. There are those who believe in the run of disaster in groups and periods, and if there is any substance in their contention, we are likely to hear bad news as well as any other nation. But we are holding our beautiful Armada . immune by reason of the occult fa culty of the over-powering good will of the nation that is just now wishing it long life and glory and all things heartsome. SINGLE TAX, NIT!. The idea of putting the entire bur den of taxation on the land of the State, as proposed by the law now pending on referendum before the Oregon electorate, is not likely to be assumed hv the Deoole." because it presents too many problems for defi mte and early solution, it is an in tensely radical program and not eas ily mastered by the man who has to work and hurry and devote his few idle hours to rest and refreshment. A well known and interested As toria citizen put it mildly, yesterday, in discussing the question: Said he "With a level valuation on the land and improvements of a given farm in Clatsop county, for instance, the right-of-way of the railway that crosses that land, escapes all extra . value as an improvement, though it shall be worth many thousands of dol ; lars per mile. It takes the schedule of valuation that runs with the land it crosses, and no more; and the in '. equity is too pronounced for dispas- sionate consideration by the farmer who happens to own that land." .This ' is the stumbling block in the way of acceptance of the doctrine of the single tax; the equities cannot be adjusted as they arise in the course of its application, and there will always be turmoil and resistance inl the course of its adoption. . j Great manufacturing plants, with millions invested in buildings and machinery, worth ten times the value of the land they stand on;. the intangible values of stocks and and bonds and shares and interests and franchises all practicably inseparable from the land and drawing their in herent price directly from it, are cer tain to escape the alignment they deserve, and the corporate owner oft them all, takes the benefit, in addit ion to the burdens they dodge, now with the prescriptive values attached under the present poor system of taxation. The single tax idea have a formid able array of argument in its behalf, but it is yet an untried system so far as this country is concerned, and ar gument is not proof, nor is proof al ways conclusive in the grave matter of taking over new and ttniersal de vices; they have to grow and expand and convince with the years. The im measurable injustices of the existing tax system are so impressively great and raw, that the people will move with extraordinary caution lest they invite more, and worse. The United States could not dis pose of loans at 2 per cent, with a premium on top of that, but for the currency circulation based on the bonds. Congress will not lose sight of this great financial advantage to the people in bond-secured currency. Biliousness and Constipation. For years I was troubled with bil-' iousness and constipation, which made life miserable for me. My appetite failed me. I lost my usual force and vitality. Pepsin preparations and cathartics only made matters worse. I do not know where I should have been today had I not tried Chamber lain's Stomach and Liver Tablets. The tablets relieve the ill feeling at once strengthen the digestive func tions, purify the stomach, liver and blood, helping the system to do its work naturally. Mrs. Rosa Potts, Birmingham, Ala. Cooper believes that the human stomach in civilized races has become greatly weakened. He claims that most ill health of the present genera tion is due to this fact. The article is as follows: "L. T. Cooper is meeting with the same astonishing success in Pittsburg as in other cities. For the past few days many thousands of Pittsburg peo ple have called at his headquarters to talk with him. She was weak and thin, with a hectic flush and cough. Physicians said she had con sumption, and I was inclined to be lieve them. It certainly looked at though her days were numbered, and there appeared to be very littl ground for hope. "Shortly after Mr. Cooper came to Pittsburg I began to hear of wonder ful results that had been obtained by persons who had tried his" medicine, so I got some of my wife. She had taken it only two days when she was relieved of a tapeworm 42 feet long. She began to improve immediately has gained seven pounds since she began taking the medicine.
