The labor interests of the United States are justly entitled to a dis tinct Governmental department of their own; they are great enough to justify the creation of a cabinet position, and important enough to warrant the especial administrative treatment, already, enjoyed by other pronounced and leading interests. The department of labor should be di vorced from that of. commerce, and be placed upon its own footing, charg ed with its own resopnsibilities, un der the direct charge of the best and brightest men in the working ranks of the nation. ; We believe in the defi nitive processes in governmental af fairs, and we know of nothing to which, at present, they could be de voted with more profit to all concern ed than the habilitation of the im mense field and personnel of Ameri can labor. The ramifications of the business are so wide and divergent; so essen tially in need of authoritative direc tion and recognition, that it will be a long and advantageous, step in public economy if they are aligned, and vest ed with the right and power inherent in specific autonomy; and besides the added dignity and force that will at tach to the system, will divest it of the smaller, commoner and cheaper phases ofexpresion wherewith the nation has long since become thor oughly disgusted and which have done more to lower the tone of labor and defeat its best ambitions than anything else, Astoria, like hundreds of her civic compeers throughout the country; contending against a set of adverse conditions set up by certain phases and limits of divided authority; the shrievalty, the common council, the police commission, and the police de partment, all, are inextricably mixed up in indeterminate authority, with the perfectly natural consequence that the laws of State and city are "chuck ed in the air" for the most part, and patently disregarded, and nullified by non-observance The very law itself sinks to insigfi cance for want of honest observance on the one hand and equally honest enforcement on the other, and the people are tiring of the two-handed "hold-up," and bearing the brunt of the evil results and useless cost of the whole wretched system. Public sentiment is always ready to com mend the enorcement of the laws and and equally ready to condemn the breaker, .and the, indifferent officer, who offend, one as badly as the other, when they tacitly conspire to "chuck" the law. It is time Astoria was reducing the responsibility and fixing it at one source. Cut out the useless and lm peding police commission and put the policing of the city in the hands of the mayor, holding him answerable for the laches and the success of the force; or make the office of chief elec tive, and pass the weight of respon sibility up to him along with the right of appointing his own patrol- men. At ail events ao away wun useless and cumbrous places and peo for whom there is no earthly use in a community of this size, such as the police commission, which to date, has been nothing more nor better than a mere nursery for the propagation of small and shabby political schemes and a barrier to the proper handling of the law and the agents of the law. It is the fifth-wheel of Astoria's civic chariot and has no standing in a de partmental sense . whatever, other than to impede the administration of affairs and make place for a few idlers; and if the truth were known each and all of them would be glad to drop the ambiguity attached to so false and farcical apposition. For Instance, there should have been a call for a mass meeting of the party and a general submission of the current questions of the hour and the personnel of the Clatsop representa tives at the Congressional convention, which were so cavalierly disposed of yesterday by the newly organized committee, which has detailed the bulk of its own membership to go to Portland in that behalf. We are not kicking, understand; we are simply advising. There is a grow ing indisposition toward -peremptory political action these days that may manifest itself in much more painful fashion than this friendly intimation is cast abrpad. SINCERE THANKS. South Orange Frames an Ordinance to Abate the Nuisance. NEW YORK, April 22.-Barking dogs and the crowing of roosters be tween the hours of 10 p. m. and 6 a. m. is prohibited Dy tne Doara oi trustees of South Orange, N. J., that the slumbers of that town's residents may not be disturbed. The trustees propose to enact the following: "The maintaining of lowing ani mals, crowing, barking dogs or fowls and animals which disturb the rest, sleep and quiet of the neighborhood within the aforesaid hours is here by prohibited." NEW YORK, April 22.-When Madame Komisarzbevsky, the Rus sian actress was on the stage of Webster Hall last night, where a benefit for the Russian poor was in progress some thief slipped into the actress' dressing room and stole two brooches, the gifts to Madame Kom isarzhevsky of the Czar. The actress discovered her loss when she finished her act and immediately notified po lice headquarters. One brooch accord ing to her description, was set with two large and 12 small diamonds.
