the Astoria & Columbia River Railroad
wherewith to reach Astoria and the
mouth .f the Columbia, he gave this
city, county and section, a $20,000,000
boost, at the same time He took over me
trun'nortation supremacy of the wheat-
belt of the Northwest. This is the
simplest way we can put the situation,
and a glance at the map of the four
States comprising that; magnificent ter
ritory will verify it in( the dullest mind
it interests.
It has infinite meaning for the thou
sands now here and amenable to such
immense advantages as this, and it sig
nifies much to the hundreds of thou
sands of west-bound home-seekers and
investors and free-lances of industry,
who are facing, and traveling, this way.
It means just what all of James J. Hill's
big movements mean, expansion, devel
opment, up-building and progress the
reliance that there is always something
doing in the country he enters; ths cer
tainty that Hill never bottles up a dis
trict, but unfolds and enriches it by
the expenditure of his own millions as
well as making it a source of profit for
the millions of others.
Astoria is profoundly fortunate in
being the one place that must realize
the most from this great movement.
She is getting in readiness to meet the
demands of the claims of the situation
and will live up to the standards it will
impose.

A FEW SIMPLE WORDS.
Judge Thomas McBride, of the circuit
court of Clatsop county, banded down a
few simple words yesterday, in the
gambling cases' then pending before
him, that will do more to stop gamlling
in this city and county than anything
that his lesser officers have done since
the embargo was laid by District Altor
ney Hedges on this particular vice. He
announced, in unmistakable language
that if "ny person or persons are
brought before me on a charge of gamb
ling, they will be subject to a fine of
$500."
This is the sort of attitude to take in
a case of this kind; and it is going to
have its effect in this city. The truth of
the business is, the venerable judge
would not have been called upon to lay
down such a predicate as this, if the
law had been observed, or enforced, as
it should have been; and since the
.oainat munbline has been in
voked by the proper authorities and has
been gladly accepted by the many, and
tacitly accepted by the few, the people

emphasised the matter as to leave no
sort of chance, save that of reckless

blanche for the compilation of a charter

For 10 rears she has been workiug
under the instrument, without an atom
of trouble and rejoices in her freedom.
From time to time she has amended it
in soots, where some civil condition bad
krown beyond the effect of the law; but
the organic, fundamental phase upon
which h relied for the permanent pur
ity of fixed elements of government, she
has never touched and she is classed
smong the cleanest and most substantial
cities, morally, physically, and financial
ly, m the world, today.
It is, bard to frame a charter mat wui
not Ik outgrown by the city fop which
it is framed. But there are certaii els
n.ental nrovisions for the perpetuation
nt official integrity, moral tone, and
straight finance, that may be introduced
into any' charter; and if these are
adopted and left untouched, they will
serve as governmental maxims iop tu

applied in every town and city in the
country.

bor, on the southern end of Vashon is
land, in the Narrows at the outermost
extremity of Point Defiance, and also
along the shore close to the Point De
fiance boat house.
It wa probably the same whale that,
with another one which did not at this
time appear, has been seen scores of
times in the waters around Tacoma this
summer. The whale seemed 10 oe ic 10
unusually prankish mood and exhibited
rare acquatic jiu-jitsu maneuvers for the
benefit of the visitors at tne roini pen
ance Park. It paid no attention to
steamers that passed but continued div
ing and blowing. It has not been seen
today. The whale appeared to ca-e but
little for the precence of boats or men,
and fishermen say that a whaling crew
could easily harpoon and capture it.
Estimates as to its size run all the way
from thirty to sixty-five feet.

Gentry Shows Expert Says the "Cur"
Makes ths Best Performer.

In the opinion of William Well, chief
animal trainer with the Gentry Shows,
the "mongrel," or "cur" Is most apt
to lie a "quick study' and a "good per
former'' than the dog of high degree,
and Mr. Wells explains his position in
this wiset
"The high bred dog has tho stuff in
him, all right and under proper condi
tions will make a good performing Jog.
hut, as a general thing, the dog with a
pedigree has led the buy life ever since
he can remember and so have his par
ents and their parents, until latiness
just comes natural. The high bred dog
is all right at a bench shows but he
doesn't ordinarily make good at a hard
day's work.
"Now the 'mongrel' has had to husU
for the better part of his dog's life,
lu some cases the eat, sleep and drink
rule has applied to him, ,but generally
he has had to get up and scratch if he
wanted to eat. He has had to look out
for himself, and that has made him
bright and active and willing to learn.

from the dog pound in Chicago three
years ago and who, though he was most
apparently a mongrel, became one of the
best trained dogs in the troupe. Aris

other walks of life.
