It seems to be one of the penalties of skin disease that it usually appears where everybody can see it. If not at first, it sooner or later reaches the hands and face. Perhaps you have dosed your stomach in an effort to find a cure. If so, you have been a victim of error. Real skin disease is SKIS disease a disease con fined to the skin, and the general health may not be affected. If the peneral health is affected at all, it ' because the victim was lured on by internal treatment. Don't worry your stomach any more. Don't smear yourself with nasty salves. "I tried the family doctor fop a long time without results, and tried ever so many remedies, but all failed," writes Mrs. George Valentin, of Pinckneyville, Perry county, HI. "Then a friend asked me to try ). D. IX, and thanks to the D. D. 1). Co. my limb is all healed up." The only way to cure the skin is THROUGH the skin, and in order that the healing agents may penetrate per fectly, the remedy should he a liquid, not a salve. This is now pretty well understood in medical science and the claims of the original and the true scientific remedy for eczeinatoii dis eases V. I). D. Prescription are now recognized. Tinner AND Sheet lron!Worker "Derrick's British Report," Standard Authority on Tuda Statistic in Ens land Seta Forth the Marvelou Com mercial Risa Sine Cnl Opening. WASHINGTON, July 11.-An Illus tration of what wateiway development il do for the interior cities of the United States, oiice the government get its iiruiHwd program under way, 1 found iu the laWt number of "Derrick's lliitish Report," the standard author ity on trade statistic in England. The publication, copies of which have found tlicii' wav here, set forth the marvel lous comeivial ri-e of Manchester since the opeuiug of the Manchester canal. Incidentally, it U shown that iu oue de.ude 'he waterway has far more than paid for iuelf .although the initial cost reached the vast uiu f TJ.iWUOUO. Manchester lie thirty-five mile from the sea, ou the banks of th lrttvll. For 'year the manufacturing town w form ed to play secoud fiddle to Liverpool, which bated splendid docks that drew the trade of the whole world. The olti- jeiis of Manchester, however, undertook a campaign to indue the llritUh govern- mint to canalite the river ami thus give her accea-i to th sea. The UiitUh authorities scolfed at, the idea that the irwcll, au Insignificant -tieain, could be made au avenue of collection. They met cry pctiliixi with coldness and derided the belief of the Manchester people hat the canali zation uf the river would be of l nclil not only to Manchester hut U nil Kn- glai.d. In the early stages of the light the citizens found the ane apathy and huk of general kntm Ic.lga ul the "ob ject that obtained in this country when the National Kiwi's Jfc Harlmra Congress Hi si took up and agitated the question ul a well-defined prog 1 a m of improve ments by this government. Finally ,however, the Manchester citi zens won. The British government de tei mined, in order to still the agita tion, to canalize the stream. Fifteen million pun 1 ids sterling, or about t5, (XHi.otsi was expended and the wUJoiu of this investment was proved almost with the opening of the canal iu lS'J--Prior to that the Manchester exports were sent overland to Liverpool and (lat.ssbippcd ,a'slow and expensive me thod that effectually kept down the ex jr.jrt busineha of Manchester, in IH'.l.'i, thre years after the opening, the im mediate effect of waterway transporta tion was apparent iu iucrea-cd trade. In that year the value of exports of yarn ami cloth, alone had risen to t'X, 7l)0(7'JO, whila in 1U05, ten years later, they had totalled $:).)4.03"),ltK). thus in a decade the canal so stimulated trade as to force an increase of $120,238,370. H ever has been the contention of the National Rivers & lhirbors Congios that Manchester's experience with wat erway (transportation will lie duplicated in Uii country ,once a sntcinatic and scientific development of the rivers and harbors is undertaken. Tim predic tion lias been made, time and again, that the immense tonnage of Pittsburg-thc great et of any city in the world-would bo vastly increased were the Ohio river made ifully navigable from the Smoky City to its continence with the MiHsis sippi. The towns lying along the -Ileum would bo stimulated by this tiallio and the new transportation open ing afforded their factories, mine and larnis. Kvideiico is multiplying to prove that tho federal authoiitiet are awakening to tho necesity for adopting a vigorous policy with regard to river and harbor development work. President Roose velt gavo the movement a powerful "boost" when he named the Inland Wat erways Commission, and Congiess is expected to frame another large appro priation bill at the coming session. On ly in this way can the work he prose cuted vigorously, the niggardly appro priations, it has been found, are cost ly. A little money, spread over a num ber of projects renders it impossible to complete in its entirety any work, with the result that Incomplete contracts have been the order in the past ,nnd funds have been expended that brought bene fit to none.
