Yesterday Portland Oregonlan, with unfaltering serve, proceeds to tell what 1 to be done with, and about, tha Port of Columbia law. which goes 4Pto effect OH m lift Instant, and Intimates that what of protest may be In ezistance as coming , from the Connty or Clatsop, will be quietly and effectively disposed of by means of a friendly suit at law, to test the con stitutional status of the law, Instant, ed, and prosecuted, In Portland, and then goes on to says "The suit is one of the greatest im portance to Portland and Multnomah county a well as the counties of Columbia and Clatsop which would share equally the benefits following the operation of the proposed new system for combinttig the towage and pilotage services between Astoria and the bar." We deny that the big question in volved will be decided in any such fashion. The interests of this county are not to be swept aside by any off hand jugglery set up In Portland. When the matter comes to bar It will be found that we know something of our rights down here and have men quite capable of championing them, and a predicate in court quite ample to warrant our being there when the time comes. We deny that Clatsop county will derive any share of any value from the operation of the law; prim arily, because the law is framed to put this city and harbor on the shelf and utterly exclude it from any of the al leged benefits attaching to the law; it is purely, solely, and wholly, a Port' land proposition, and was framed with a view, to giving absolute control of the shipping interests of the Columbia river, in their every conceivable phase, to the metropolis, and any statement to the contrary, is a bald and barren lie. We use this term advisedly and apply it because of its sane and sen sible application in the premise. The bin was never devised with a view to conferring the remotest advantage on this port, but was concocted of Port land, in Portland, for Portland, and has no other aim or agency than the investiture of Portland with the last and best prerogative for the holding of the commerce sent to tills river from the wide world; and when our day dawns in court, it will show, if necessary, Just how certain this in tent is. But we 'do not believe the Issue will go to a point where any thing but the rank unconstitutionality of the law will be needed; and that It la rankly defective in this quality, is known at Portland as well as It is here. ' , And we beg to suggest to the Ore gonlan that it may take what of com fort it may from the conclusion that Portland has saving recourse to the law of the Initiative In the event that it Is ousted from the supreme court because of the unconstitutionality of the edict, for that electoral function can hardly supply the status the supreme court shall declared does not exist within the terms of the law. Oh, no, me Port of Columbia law will be heard from In very conspic uous style, before the Oregonlan ceases to sound its virtues, and the test will not come from the "mere friendly suit" that Is to be set up in the "house of its friends" up the two rivers! drawn, and are whelmed with a mu tual fear of whnt of truth the other will tell when confronted with the law. It Is a pitiful sttiht, and there Is a wealth of sardonic humor In it all for those who delight to study the schemes and processes of reprisal, These men were devoted pals nm ardent champions but a short while since, and now they are crouching and wArdtng and fending against the fear ful blowj each Is qualified to deliver the other; and the Paetrto world look on and smilingly awnlts the develop nients that are certain to follow the rupture. . Where is the Pythian magnanimity and forbearance that once hallowed this dear and profound trtendshlpT la swallowed in the maw of unreason' Ing fear, and the only sentiment that la left takes on the color of dread, de testation and despair, as the days and hours shift and the course of law runs Its rugged and remorseless way, and these men seek its every crevice and cranny that promises an atom of extenuation or escape, and this quite independent of each other.
