1 THE 'MORNING ASTORIAN, ASTORIA; OllECON. UN DAY, DECEMBER 18, 1009. FIRST STEPS TIEN Four Bids Received Yesterday on New Court House. HASTIE & DUGAN, AT $$9,599 Court 8orutinixe Bearing of the Low est Bid en Mutter of Pending Lev lee Building Can Be CompUt d with Reasonable Access. The engrossing feature of the ad- Journed session of to count Mmmla. .loner court, In thin cityi yesterday, waa the reception and opening of the bids for the completion of the super structure on the new Clatsop county ' court house, and Us Interior finishing, exclusive of the vault door and the heating- plant This transpired at the court room at S o'clock promptly, the advertised hour, and there were four bids - received and read by the court. an three commissioner being present and on the bench. Judge Trenchard and Messrs. Larson and Mast en.1 The bids filed were as follows: Robert Wakefield, of Portland.. I90.J50 F. A. Erlckson, of Salem 6.785 Ferguson & Houston, of Astoria 91.C00 Hsjrtle ft Dngan, of Seattle 89.59$ Each of the bid were accompanied by the certified checks In ten per cent of the ram of the bids, and In the vases of the first thre named above, the checks were properly endorsed and ' Immediately returned to the several represntatlves of the bidding firms present That of Hastle ft Dugan was retained by the court, as their was the : lowest bid at hand, and was held sub ject to the fttrthw order of the court. The court then entered Into a long conference upon the affairs of the' new court house, past and present, going over th figures and plans and specl-' f) cations in detail, together. In an ef fort to ascertain the exact bearing of the lowest bid at hand, upon the prob able cost of the building and Its rela tion to the coming levy In January. After due consideration the court reached the conclusion that a tax of 14 mill will pay the expenses of the county and the state tax, amounting this year to $23,009. as against J13, 000 last year; an dthat the court house can be built upon a levy of 39 mills, as against the 30 mill levy of last year, the excess falling In the ratio of z mills for the city and 9 mills for the county. V Estimating the cost of the vault tug plant at IS.100, and deluding the available cash In the court house fund at the present time, $1,S00, the act ual coat of the new structure would be $92,49$. - Property valuation within the county this year closely approxi mate $5,000,000, To date the county haa paid out, in this behalf, th full sum of IT9.S97, and this, with th projected estimate of yesterday, will bring the cost of the new building to the round sum of $171,790, requiring a levy of 5 mills for th new year as against the total levy last year of St mills. This Is th substance of th findings yesterday, along with th conclusion that the main reason for the advance over th earlier estimate of the court, Ilea in the radical advance of the cost of all manner of material and all classes of labor. Th whole ., matter Is now squarely before the Clatsop publio anT entitled to the dwrt and best reasoning that enn be given it. before the January " session of the court, when th levies for th new year must b made. Mr. Erickson, one of the bidding con tractor, a tela who haa had wtd perlenc In th building of public structures, and who Is himself Just fin ishing th Columbia county court house, said yesterday In open court and after his bid had been practical ly rejected, that the Clatsop court hous was one of th best planned and specified he had ever seen In his life and complimented th tourt on the possession of such valuable pre-requla ltes. Th court is a unit on th absolute need of the building and will, no doubt pursue th problem of Its build Ing upon this hypothesis, which must be conceded, whatever th result of popular sentiment may be in the mat ter of th necessary levies, During the other hours of the day the court despatched the following matters of business: An order was mad directing the clerk to communicate with E. F. Skibbe, that It has been represented to the court, that he 1 hauling log across the roads of th county with out th necessary permission of the court, and that he must make an Im mediate application In this behalf and file an acceptable bond, a heretofore required by th court in such matter. ... In th matter of th recent 10-raills levy for road purpose, made by Road District No. 1, It was ascertained by the court, through the statements of a number of citizens of that district, that it was th purpose of the road su pervisor to spend the Incre ment of said levy, about $3,000, en DOW IN HESS Discharged Soldiers Questions Discussed in Hortse.
