THAT th Common Council of the City of Astoria has declared it determination and Intention to repair Commercial itreet from the Eat line of Ninth street to the west line of Fourteenth street. Said Improvement shall consist of re moving the old decking of the etreet between the East line of Ninth and tha west line of Tenth street, straighten ing up the stringers and filling in around the same, ao that the street will be on the established grade when Improve!, and placing two new caps at the junc tion between the west line of Tenth street, and replanking the street from curb to curb from said east line of Ninth street to the west line of Four teenth street with good sound yellow fir lumber, 4 inches in thickness by 12 Inches In width, the planking to extend from one foot outside of the rail of the street car traek to the curb. And from the east line of Thirteenth street to the west line of Fourteenth street, upon said planking when laid and nailed, the decking of the street shall be coated to the thickness of 11 inch with a mixture of elastic cooked asphalt, cement an! and spread upon the decking when the tame la clean and dried and rolled with a hot. asphalt roller to present a smooth surface. Said asphalt to be spread from the curb to the street car track. ' In matters of detail said improvement shall be constructed according to the plans and specifications therefor to be m-eDared bv the Citr Surveyor as hereinafter provided and general ordi nance No. 1901 and any matter of con struction and drainage found necessary to make the improvement safe or sub stantial shall be done by the contractor whether specified or not, without extra charge. The City Surveyor has been directed to make and file with the Auditor and Police Judge of the City of Astoria, plans and specifications for the con struction of said improvement snd esti mates of the costs and expenses thereof. That the costs and expenses of con structing said improvement shall be defrayed by special assessment upon the lots .lands and premises benefitted by the same which said, lots, lands and premises are included in the special as sessment district including all lots, lands and premises so benefitted to-wit: Commencing at the northwest comes of lot 8 is Block 25 in that part of the City of Astoria as laid out and recorded by. John,. McClure and extended by Cyrus Olney, and runnning thence Esst through the middle of blocks 25, 59, 58 and 57 in McClure's Astoria, and Tract "A" of McClure's Astoria, as laid out and recorded by the Astoria Real Es tate snd . Exchange Company, to the northeast corner of lot 5 in said Tract "A," and running thence south along the east line of tract "A" and also along the east line of Block 138 in that part of the City of Astoria, as laid out and recorded by John M. Shively, to the southeast corner of said block 136 in ssid Shively's Astoria, and running, thence west along the south line of block 136 to tie southwest corner of said block 136, thence north on the west line of block 136 to the point where the west line of said block 136 would be intersected by the south line of lot 4 in block 62 in McClure's Astoria if ex tended easterly on a straight line; thence running west through the middle of blocks 62, 61, 60 and 26 in McClure's Astoria to the southwest corner of lot 1 in block 26, and thence running north on the west line of blocks 26 and 23 to the place of beginning, and containing all lots, lands and premises within said district, which said lots, lands and premises are benefited by said repair, and which sr as follows: The north half of blocks 26. 60, 61 an! 62 in that part of the City of Astoria as laid out and recorded by John Mc Clure, and the south half of blocks 25, 59, 53. and 67, in McClure's Astoria, an I the south half of tract or block "A" in McClure's Astoria, as laid out and re corded by the Astoria Real Estate & Exchange Co., and all of block 136 in that pert of the City of Astoria as laid out and recorded by John M. NOTICE IS HEREBY GIVEN THAT the Common Council of the City of Astoria has declared its determination and intention to establish the grade on Columbia avenue from the east line of Lincoln Avenue to the West line of Mel bourne Avenue, so that the grade when so established will be on the following elevations above the base ' of grades, to-wit: On the North half of the street at the East line of Lincoln Avenue at 104 ft. above the base of gTades, and in the center line of the street at 110 feet above the base of grades on the North side of the street and 110 ft above the base of grades in the center line of the street; at the Southwest corner of Block 19 at 132 ft at the North line of the street, and 134 ft in the center line of the street; at the East line of Melbourne Avenue at 117 ft above the base of grades on the North line of the street and at 122 ft at the center line of the street; at the West line of Melbourne at 120 ft above the base of grades at the North line of the street and 125 ft above the base of grades at the center line of ths street and on the Sodth half of the street the grade shall be as follows: At the East line of, Lincoln Avenue at the South line of the street at 112 ft at the center line of the street 110 ft at the west line of Lincoln Avenue, at the South line of the street 112 feet and at the center line at 110 ft above the base of grades, and at the South west corner of Block 19 in Taylor's As totfia at 136 It above the : base - of grades at the South line of Colombia Avenue and 134 feet at the center line of Columbia Avenue. At the East line of Melbourne Avenue at 140 feet above the base of grades on the South line of Columbia Avenue and 133 ft. above the base of grades at the center line of Columbia Avenue at the west line of Melbourne Avenue, 142 ft. at the South line of Columbia Avenue and 140 ft ut the center line of Columbia Avenue.
