In stead of permitting one settler to acquire large holdings of such land, and using it for the relatively less) valuable purpose of cereals, etc.. the ollicials would prefer to force diversified product and high- grade horticultural crop. Reclamation Fund. lVfense uf tin- reclamation fund has come to absorb much of the time of the Western Congressmen. In the Hons., the fund ha a warm friend in the per son of Chairman taieey, of the Public Lund Committee, while in the Senate the chairman of this committee, Sena tor Hansbrough, of North Dakota, led the onslaught for the first great diverg ence from the primary reclamation pur pose. A North Carolina man has just introduced a bill to appropriate (1,000.. 000 from the fund for draining the great Di-ffnul swamp, of that state und Vir ginia, and expect to press the measure with all possible energy at the next ses sion. Texas has been struggling to come into the reclamation group with the privilege of sharing equally with the other sixteen members. This etate re served all of her public land, w hen enter ing the Union, and was later paid $1,000. ww for the area claimed by the young republic which now constitutes parts of Indian Territory, Missouri, Kan sas and Colorado. In view of this en joyment of the full proceeds from her own extensive public land, much oppo sition to Texas taking a share of the reclamation fund has developed, and the effort will probably w defeated. The general proposition to use portions of the fund for swamp land drainage throughout the country has) been men tioned earlier, and has strong backing in the East. Active efforts will have to le maintained by the West to protect the reclamation mnu inviolate from uses other than irrigation of arid tracts. Court Reviews. Court reviews are the important fea mints oi an iuiegat4j poweus, since the profound discussion over the rail way-rate bill, in which the question was developed in more pointed form than ever before in the nation's history. In framing the amendment to the agricul tural bill, which is to force upon the meat packers more stringent and de tailed inspection, a proviso is being In sisted upon for appeal from the Secre tary of Agricultural' ruling to the courts in any important question. Pow er to nppedl from the post office depart ment rulings in certain cases is also being requested. The power of the Sec retary of Agriculture to enforce a criminal code while governing the for ert reserve ranges, has been disputed, and a delegation has just visited Wash ington asking that this power be vested but with the proviso that an appeal shall lie to the courts. More ready appeal from the rulings of the Secre tary of Treasury in customs questions, has, been agitated for some time, the point made being of the, few instances where the secretary's rulings of sev eral years have later been reversed by the courts,. Court review from man dates and decrees of executive officers seems to have become suddenly popular, which forces the question, are the peo ple becoming apprehensive of the en larged scope of legislative influence en tered upon by the present aggressive chief executive and his official family? While there ., are many flings at the court yet it seems that the people are selting this arbitrament in many nlTuirs which were previously .largely left to the discretion of department heads.
