WASHINGTON, Jan. !2.-Although the present breach of diplomatic rela tion between Franc and VcnetueU is technically rhargabl against th per sonality . of M. Taigny present ed a written protest to the Veneiuelan government. President Catro regard ed thi. not a insulting to his govern ment and refused to have anything more to do with M. Taigny. But the French government refused to allow the dispute to lo made a personal one, and In-lared M. Taigny in hi present ment had followed precisely the in- t met ion from bia foreign office. At tiiis point Russell, th American minister at Caracaa intervened in the interest of peac and after many pa tient exchanges, it wa believed that he had finally succeeded. Hut while be induced President Castro to withdraw. a not refusing to do business with M. C Sullivan waa overcome by amok and had a narrow escape from death in a fire that caused a panic and endangered the live of more than fifty women and threatened- the destruction of the Newcastle rooming house, at the corner of Third and Harrison atreeta, at 7:30 o'clock tjii morning. Mr. Sullivan waa rescued by C. E. llewwton of truck No. 2. Hi attention waa drawn to the woman by her calling for help from a window on the third floor, which ahe had broken with her hands. Hewbton waa standing on the sidewalk. Rushing into tho burning building, and leaping up the two flights of ataira, he made two ineffectual at tempts to locate the room in which the woman was. He had to break in two doors, using hi hand to shatter the panel that be might slip the lock. In doing so he tor considerable akin from his finger and knuckles. Hi wound were drraaed after bo saved the woman. jUpon entering a third room, the door of which waa open, the firemen found Mrs, Sullivan semi-conscioua. The tugs Sea Rover, Liberty and Sea Queen left here yesterday with the dredger and lighters ia tow for Baa Pedro, where the North American Dredging Company had taken the con tract ' for deepening the inner harbor. Soon after getting outside, th wind rose and there waa a heavy owell run ning. ' The combined effort of th tug waa necessary to keep 'the three scows from fouling the lightship. VERDICT IS REACHED released within a few hours oa receipt of the record but if convicted the court mut receive the approval of the secre tary of the navy, before the sentence, which can only bo dismissal, will be operative.
