It surclv a remarkable circuinatauce that they should lie governed by a dilTcreut rule of law for were not their office created by the same act all other officers of the city were created! This office becomes vacant the same war as other offices, . and is governed by the same rules. A species of such refined logic, hair splitting distinctions where no distinc tion exists, such straining at phrases will not meet with the approval of the people. The voters ought to have the right to elect an officer who governs a municipality, particularly in such cae as this, where the charter savs thev shall The learned attorneys assert, however, that while a police commissioner is not an "officer of this city, yet he is "ministerial agent." Xo argument will be) attempted. None would 1x1 bold 1 enough to enter into the polemic discus sion of a question so grave, with such valiant opponent; but the right re mains to quote the charter. The latter part of sccition MS, which rescribea' the, powers and dutie of the police coinmisioners, reads as fol ows: 1 lie board ol iiolice cominisMoncrs has the .r and it is their duty within said city to organize, govern and conduct a isilice fon-e within said Citv of Astoria, and to that end mv: (1) Appoint a chief of olice or one or more captains of police, and a suitable nnm her of regular policemen. It is the duty of the Ticpiihlieuii party, the father of all true and genuine re forms to restore to the 'op?e their birthright, the light given them by the charter to elect their officer by 11 vote, Called for tbt Purpose of Reviewinf the Society Work ia Regard to the Referendum Bill , Ve-teiilay afternoon, in the haociiivnt parlors of . the First llaptist church of this city, the Woman's Suffrage Society of Astoria held a epts lal bu-iiiesa meet ing. at which there fta a lull attend auce, Mrs, l.yman J. The xm-icty was formed bete tn .Tunc hist, 'for express purpose of xieditiug the state movement ft the building up of a general petition for the submission under the referendum law, of the que tion of female suffrage) to the voters of Oregon at the next general election, it being the third, and final test of public approval or disapproval of the measure in this state. The new petition must have upon it the names of 8000 legal voters witluo the state, each and all such names beiug certified to by the clerks of the repec tive couutirs in which it shall be circu feted and signed, and the big task has been m-grrgated and turned over to the societies in each county, the assignment to the society here calling for 300 sign ers, eertitled legal voters, 205 of which have been secured, all duly eertilled by County Clerk Clinton, to dute. The meeting yelerdrtf was culled to decide whether the wotk should go for ward or whether it should ! dropped: and the ladies, loyal to this, a to all else they undertake, declared in favor of finishing the work, ahich must ! completed by January 1, llHKl. The society has among its members four devoted men, Messrs. Mahone, Trumbull, Forsythe and Whitney, to hoin the society awes much for ster- ng advice and gukfcnce in the big work it has undertaken. It will bold an im portant session on Monday, November Mih, and expectation are rife that the ork will have pragtvssed to a point here assurance will be certain. At all events, it will not be the fault of the local group of suffragists if the list of 300 names is not tinned in at Portland headquarters in due seasou, from Clat sop County. HIPPODROME SOCIAL.
