The universal arraignment of the great insurance companies came unsea sonably. It arrived in time to save the policy holders from ultimate loss and, perhaps, ruin. Having been spared the actual pinching of down-right depriva tion, their interest is of a superficial sort and their participation in any scheme of punishment for those who have wantonly robbed them without their knowing it at the moment of per petration, will be half-hearted and wholly glamoured by the va-t compass of millions they, themselves, have con tributed to the companies. The pres ent, conscious sense of loss is what stirs the ordinary American to active reprisals, not the vague intangible idea that he has paid out too much for any thing; he lets that go with a grim grin, and straightens it out in the next ne gotiation; this is what is meant by the unseasonableness of the exposure. It should have gone on until the crash came, and then the national wrath would have accomplished wonder of re form whert the mere warning has put both the companies and their victims on guard against anything erushingly radi cal n the way of extenuation. The fleecing may stop, and will stop, in the broad light that has been ca-t upon the tremendous steal, but the millions are still with the corporate thieves and will be with them when the last is heard of the exposure. The Federal and State Governments will interfere and put the companies in such a position that they cannot repeat their filching operations, and the policy-holders will account this an adequate adjustment of the wrongs done them and will go on insuring just the same. It is too bad the search-light was turned on before the climax of the crime; the men who have achieved such immense villany will still find means to get, and hold, the better of the people at large. Millions mean immunity. 0 LET THEM ENGAGE EITHER. Secretary Taft comes promptly to the defense of the army in reply to certain attacks of the German press. It is but a skeleton of an army he admits, but in case of war there would be no trouble in filling it out to any required pro nnrtinna. He admits, too. that the American army is lacking In the educa tional benefits that are derived from ex tensive maneuvers on the mimic field of battle. But he emphatically asserts that our army is in an excellent state of em ciency and that in all respects, man for man, it will challenge comparison with any army in the world. In another train are Admiral Dewey's comments on tie navy. The old sailor boldly makes the claim that the nation would iiridv meet with disaster in a naval j war unless younger men are given com mand of the fighting ships. In proof of this he calls attention to the fact that in the recent war in the Far East all the officers of the Japanese navy, from the admiral down, were in the prime of Ha wants the older officers rapidly MERCIFUL INTENT. According to dispatche army ord nance expert have just concluded a scrie of experiment with u new shell tilled with an anaesthetic which the in ventor believed was destined to rob war of a great deal of it- terrors. Accord ing to hi plan the enemy was to be bombarded with uch shells which upon exploding would release a powerful an aesthetic in the form of g. He was confident that the anaesthetic would be Hwerful enough to put a whole regi ment to sleep and make it possible to capture the soldier without killing or wounding them. The experiment. however, did not bear out the wet ness of the inventor' theory. The test were made on the Sandy ilook proving ground. The test resulted in a flat failure.
