Spencer today addressed a letter to the Telegram, in which he of fers to place a bill of sale for his fast Columbia river boat, the Charles R. Spencer, in any bank, as a wager that he can beat Captain V. B. Scott's steam er, the Telegraph, in a rave to Astoria nnd return from the steel bridge here, the winner to take either boat. Mr. Spencer's reply to Captain Scott's statement that he owned the fastest sternwheeler in the world and could beat the Spencer twice, and beat her again." Captain Scott was interviewed, but doe not seem inclined to accept the challenge, feeling apparently, that the Spencer would rattle to piece In an at tempt to keep up with the Telegraph and then would not be acceptable as gift. The crews of both boat are much con cerned over the possibility of a race and will wager everything they possess on the outcome. PERSONAL MENTION. A crowd of railroad men, consisting of F. H. Fogarty, assistant general freight agent of the Northern Pacifici R W. Cook, traveling freight agent of the Northern IVilicj (Jeorg 8. Taylor, gen eral agent of the Wisconsin Central; James A. Griffiths, sister of Mr. John Fox, and three daughter, art at the Cole. Heather Leaves Out Lighthouse tender Heather, Captain Greggory, left out yesterday at 4 P. M. for Southeastern Alaska, via Puget Sound. The tender cairies supplies for the various station in Southeastern Alaska and took two keepers for Lin coin rock. She will coal at Seattle and then proceed north. Much regret over the precipitous de parture which denied them the oppor tunity of participating in the regatta, was expressed by members of the crew, and tears streamed down more than one weatherbeaten cheek as the Heather left the Flavel wharf. The departure of this boat is keenly felt here because the appearance of such a smart looking craft would have added greatly to the at tractiveness of the marine parade. Steamer Cascade is due this morning from the Bay city. She will load lum ber at Westport for a return voyage. Steamer Redondo is due today from San Francisco. The Redondo will load lumber and grain at Portland for a re turn voyage. The auditorium has been attractively decorated by the mem bers of the Regatta Clerks' union, who volunteered to assume the management of the function.
