Governor Chamberlain rfas always had an antlplthy for Astoria. Any legislation of any benefit to Astoria or Clatsop county has always receivea his disapproval. He is a political demagogue, who Just before election time travels over the state telling the nsnermen and laboring men what he naa done and will do for the down xroaaen masses, but when he has an opportunity in his official capacity to put he knife Into the fishermen of Astoria,' he Jabs It In clear to the hilt He has put his political disapproval on a bill appropriating $3000 for build tag a patrol boat for the master fish warden. But he approved a large num ber of bills appropriating over $2,000. 000 distributed throughout every other county in the state. He approved bills -iiprupriaung over 180.000 for four normal schools, three of which are "w puouc scnoois and none of which has ever graudated a teacher. He has approved appropriation bills .juyimuug money ror Indian war veterans which is a political graft Every county in the state has received some kind of an appropriation at the nands of the legislature and Georgia nas always affixed his signature with the great seal of the state thereto, but wnen a few paltry dollars are appro priated tor the better projection of the fishing Industry of Clatsop county his big mit grasps the first pen he can . a. a. m . sei hojj oi ana tne bill Is vetoed. He has even gone to far out of his way to veto two charter bills, both being ,local measures, simply because he was op portuned to do so by his political friends. ...... He has approved a bill fixing the talary of the governor' of the state of Oregon at $5000. ' Section 1 "of article 13 of the constitution of Oregon says "The governor shall receive an an num saiary oi siauu. -mere la no provision In the constitution of th state of Oregon giving the governor a salary of $5000 or any other sum other than the $1500. Yet, as a political dem agogue, and for the purpose of faten ing his own pockets, he approves a bill 1 making 1 the salary of the governor more than is allowed by the constitu tion of the state, and next campaign he will be exhorting the voters of Ore gon and tell them how "Betsy and killed the bear." He knows that the bill is unconstitutional, but he knows that he can win votes by advocating putting all the officers of the state on a flat salary, even though In direct conflict with the constitution of the state. '' Governor Chamberlain can always be depended upon to approve a bill increasing his salary, but he will al ways veto a bill that appropriates a few dollars to build up the fishing in dustry of the Columbia river, simply because he Is afraid some one in As toria will be benefited thereby. This is political demagoglsm. He also vetoed a bill providing for the appoint ment of a deputy for Southern Oregon because it tarried a provision provid ing for a deputy at a salary of $900 a year for the master fish warden, who resides In Astoria. The city of As toria nor Clatsop county are not going to receive any of the treasury pudding as long as Chamberlain pulls the string.
