"I knew the special agents had made a report on the lands, but of the na ture of the report I had no means of knowing and I was at a loss to know why Hermann threw the claims out. 1 do not know to this day why he did it, but when he told me the last time I was before him that the lands were down and out and that they would have to go back to the Oregon City office, I went to see Mitchell at once. All I know about Hermann Is that after the money was paid to Mitchell and I had given him that Inducement t make a good hard talk Hermann changed his mind. Why he did It, 1 don't know, and wouldn't presume to say." Forest Congress Meets. Washington, Jan. 3. More than 500 delegates were present today when Secretary of Agriculture Wilson, pre sident of the American forest congress called that body to order. Secretary Wilson welcomed the delegates. S.
