City I Now Believed Saf From the Japanese. Mukden, Dec. 20 (Correspondence of the Associated Press.) A month back the natives of Mukden 'were on the verge of panic. The Russians were retreating from Llao Yang, and so the story went, were not going to stop short of Tlellng or Harbin. Every one who had the means either left the Oregon Town is Quarantined for Christmas.
