Michael Bums has shot and Instantly killed his wife, Mrs. Mabel Bums, at the resldeuce of her parents, Mr. and Mrs. George Jor dan. The parents say Burns harbored no enmity against his wife, to whom he had been married less than a year. The man had been drinking, and it Is thought quarreled with his wife while under the influence of liquor. He escaped and has not yet been captured. STRANGERS MAY BE SPIES. Suspicious Movements of Foreigner in New York Harbor. New York, Aug. 12. It Is reported from Milford Haven, Wales, says a Times dispatch from London, that an alleged foreign spy !s in custody at one of the outlying forts. A corre spondent at the Welsh town tele graphs: "The suspicious movements of two strangers in the village, near the for tifications commanding the entrance to the harbor, attracted attention and, by direction of the military authorities, a close watch was kept on them. "The men hired a boat and rowed about Dale Roads, where the new sub marine boats are carrying out daily exercises. It was also observed that they spent a good deal of time In the vicinity of the forts and searchlight station. "Under instructions from the mill tary authorities, one of the men was taken to Chapel Bay fort, where he remains pending inquiries. The other man is thought to have left the local Ity." It is believed, that the prisoner Is a foreign newspaper correspondent who may have lacked discretion. Police Com mandant Torres of Aguas Calientes, a villuge of Slnaloa and the two po licemen who killed Clarence Way and Edward Latimer, Americans, have been sentenced to be shot. The sen tence was to have been executed this week, but influential relatives of Tor res secured a stay of execution. A pardon for Torres Is not looked for, homever, as the sentiment is high against him. Torres s said to have ordered the arrest of Wa and Latimer because they refused to speak to him while he was intoxicated. The report that two Russian cruisers and one tor pedo boat destroyer had entered the port of Tsingtau, Kiao Chou bay, last night (Thursday), is confirmed. The cruisers are the Askold and the Diana, not the Novik. Tthetis are preparing to lave Chefoo for that port Two Rus si an torpedo boats are said to have been captured on the Chinese coast. " ' New York, Aug. 12. That the Rapid Transit subway would be opened to public traffic next month is the asser tion made by Frank Hedley, an offi cial of the Interborough Railway Com pany. "The trains for passengers will be running in the subway some time in September," he said. "At 5 o'clock on e morning to be announced the first train will start. An hour and 30 min utes later the full passenger service will be in operation. "The present labor troubles will not be permitted to interfere with the .opening of the service. All that re mains to be done is til-laying and painting in a few of the stations. If these stations are not complete when the road is ready for operation, we will run the trains by them until they are finished." CHICKENS NOT FURNITURE. of Important Ruling on Exemption Fowls From Customs Duty. New York, Aug. 12. In a ruling by Judge H. M. Somerville, the board of United States general appraisers has decided that chickens are not house hold effects. In so doing, the board overruled a claim of Mrs. F. Lamarre of Port Townsend, Wash., for free en try for a coop of chickens. Mrs. Lamarre ' contended that the fowls were exempt from duty under the clause of the tariff law providing for the household effects of an immi grant, which have been in use abroad lor more than one year. BLACKMAILER IN JAIL FOR ROOSEVELT. A California Democratic Newspaper Bolts Parker. The Daily Bee, the leading demo cratic newspaper of Sacramento, Cali fornia, announces that it will not sup port the democratic candidate for president. It did not hesitate, and stam- Police Arrest Cripple Whs Threatened Life of Weinhard. Portland Telegram: John Toussl, a self-confessed blackmailer, who sent letters to Henry Weinhard, August Erickson and Eugene Blaiier, threat ening them with instant death if they did not hand over to him a certain amount of money, was run to earth by Detectives Kerrigan and Snow shortly before noon today. Following clews and descriptions, the blackmailer was captured In a restaurant near the Union depot The amount of money demanded by Toussl, a cripple who is SO years of age, and who wanted to return $300 of borrowed money to his father at Marysville, Kan., was from Weinhard, $1000; Erickson, $200, and Blazier, $200. Weinhard received his letter two days ago, and Blazier and Erickson re ceived theirs late last evening. Toussi made a full statement of his deed at the city jail shortly after he was arrested. He said: ' "My father sent me $300 to pay on a homestead. I went up to Canada and spent $50 of that amount. I did not have enough to pay on the homestead there. I tried to get work, but could not. As I walked about the city my leg hurt me at every step. I thought that I could not walk any further. The artificial leg I am wearing now has been made over and Is no good. I wanted to get another leg. I did not think that I would get all the money. "I went to Weinhard and asked him for work, and he refused me. I went to other places about the city and was always turned down. 1 had to have the money. I never gambled nor did I ever steaL "No, I did not Intend to kill these men, but I wanted to make my bluff good and strong. I had heard of this plan being worked before, and so thought I would try it I thought they would send me a check." Toussi is not a clever appearing man, but has a determined look. He will face three different charges of threatening to kill. "No person shall be admitted into any public, parochial or private school, or college or Sunday school, from any house or building in which has re cently occurred a case of dangerous communicable disease, without first presenting a certificate, signed by a reputable physician, that all danger of communicating such disease Is past." It is the Intention of the health of ficer this year to take vigorous pre ventative measures at the beginning of the season when diseases of a con tagious nature secure a foothold. All violations of the law will receive imme diate attention and examples made of offenders in order to force the assist ance necessary to obtain the best results.
