By mail, per year, in advance f 1 00 ASTORIAN PUBLISHING COMPANY. : IS IRELAND A "DYING NATION t" The Anti-Irish Emigration Society of Ireland has issued an earnest appeal to Irish people in the United States, begging them to cease sending money to Ireland in order to bring relatives and friends over to this ciuntry. The appeal points out that ' ' the greatest danger that threatens the English isle today is the extinction of the Irish race within her own shores;" and it closes with aji entreaty to Irish or ganizations in the United States to help "hold Ire land as the cradle-land of the race." There can be no doubt that the danger to the Irish race that is here pointed out is-yery real. It would be an exaggeration to say that the native population of Ireland constitutes a "dying nation," but it h certainly fast dwindling in numbers a fact that i rendering constantly more improbable the relization of the dream of Irish national independence. Since 1841 the population of that country has fallen off from 8,200,000 to 4,500,000, and this depletion in numbers is still going on. In that period about 4, 500,000 persons have emigrated from Ireland. In the meantime the population of England and "Wales and of Scotland has steadily increased, that of the - former from 14,200,000 to 32,500,000 and that of Scotland from 2,600,000 to 4,500,000. Let us put the matter in another way: Sixty years ago the Irish constituted 30 per cent of the population of the United Kingdom ; today they con stitute but little more than 10 per cent. In 1841 the relation of the population of Ireland to that of Eng land and Wales was as 4 to 7 and to that of Scotland as 4.1 to 1.3; today the population of Ireland to that of England and "Wales stands practically as 1 to 6 . and to that of Scotland as 1 to 1. "While the populai tion of Ireland, in this interval, has diminished 80 per cent, that of England and "Wales has increased 130 per cent, and that of Scotland 80 per cent. Thesu are mournful figures for Irishmen to contemplate who cherish a tender attachment for the "ould sod." It is to be borne in mind that Irish emigration to this country and the great bulk of Irish emi grants has sought American shores tends steadily to the extinction of the distinct Irish strain. Descend ants of Irish emigrants (and often Irish emigrants themselves) intermarry with persons of other na tionalities, and in three or four generations the Irish strain is so mixed and blended as to become practi cally lost ; and about all that remains are Irish names in multitude of cases not even these.. What is true of the Irish in this respect is, of course, true of most other foreign immigrants, only in the latter cases the population of the country from what the immigrants come is constantly increasing, thus re plenishing the loss caused by emigration. It may be questioned, however, if the appeal of the Anti-Irish Emigration Society will have much effect in checking Irish emigration to this country, The Irish emigrate hither to better their condition and any decided check on this outflow if Irish popu lation would only result probably in making the struggle for existence in Ireland harder than it ifj Still it is impossible not to sympathize with the motives that prompt this attemp to "hold Ireland & he cradle land of the race." justly convicted of an infamous crime, and he died in prison while undergoing a just sentence. It is not agreebale to dwell upon these things $ but it would be revolting to the community's sense of decency for any one to attempt to apotheosize such a char acter. Let him pass in silence. The trade unions must realize now that they made, some of them, a shocking mistake when, at Schenectady not long ago, they attempted to array themselves against the state and to punish one of their members for obeying the call of the governor in performing his sworn obligations as a citizen. It would be a greater mistake now to attempt to exalt and glorify a man whose chief title to any notice whatever was the fact that he was a lawbreaker. Neither this nor any other civilized community would give sympathy, even in their just demands, to those who persisted in defying the law and in making heroes and leaders of lawbreakers, and martyrs of. those who fall in conflict with just laws. VALUE OP OUR FISHERIES. The United States fish commissioner in his annual report says that the salmon industry of the Pacific in 1902 reached larger proportions than ever before, and became the leading branch of the United States fisheries, if the value of the product as prepared for market is considered. The pack of canned salmon was more than 3,500,000 cases of 48 one-pound cans, and in addition upward of 42,000,000 pounds of fresh, smoked, and salted salmon were marketed. The pack of canned salmon in Alaska was over 2,500,000 cases, an increase of half a million cases over 1901. In the Puget Sound region the supply of fish was much smaller than in the previous year, but the season was considered successful owing to the good prices received. The fall run of salmon in the Col umbia river was remarkably large, and for a period of three weeks the canneries wese unable to handle the catch. At some of the seine fisheries 20 tons of ehinook salmon were sometimes taken in one day, and the gill-net fishermen had no difficulty in loading their boats in a night. From a careful computation made by the commission it appears that in 1902 the wonderful Pacific salmon fisheries yielded abiut 280, 000,000 pounds of round fish, whose first value, as placed on the market, was $18,000,000. This thing of keeping open the office is merely a matter of accommodation ou the part of County Clerk Clin ton, and voters should show their appreciation by calling to register, The street committee of the coun cil was to have opened bids yester Jay for the improvement of Frnnk- in avenue between Twelfth nnJ Seventeenth , streets and Franklin avenue from the west line of Adair's Astoria to Thirty-sixth street. Opening of tenders for the first-named improvement will be deferred until tomorrow, and a numerously signed remonstrance against the other work will have the effect of delaying it. The prop erty owners are not satisfied with the grade. The Salem Statesman, whose editor is a member of the Direct Primary Nominations League, and, therefore, under obligations to the abortive measure which reformers now seek to force upon the people of Oregon, commends the Oergonian for calling at tention to the fact that the law will (the chances are, in fact, that it will not) have the effect of ending the facional troubles of Mulnomah county. The Statesman says this consideration alone does not commend the measure, but that its merit lies in its prevention of undue interference with the work ings of one party by another's members. .There is no certainty that this proposed measure will do any thing of the sort, and if the Statesman were to give little careful consideration to the bill it would doubtless arrive at an honest opinion that the law should be beaten. It commends the bill to the voters without discussing its terms, or offering any explana tion of the alleged necessity for two elections instead of one. The Statesman ought to be ashamed of itself for urging voters to support this measure, in which there is not one redeemable trait. NOT A HERO NOR A MARTYR. The old rule, to speak nothing save good of the dead, may generally be salutary. It ought not to be enforced, however, to the extent of wronging th living; but even in its fullest application it cannot be made to justify the speaking of undeserved good of the dead. To forbid the speaking of evil is not to command the speaking of good. To refrain from telling unpleasant truths about the dead may be at times commendable to utter flattering falsehoods about either the dead or the living. It is, therefore, to be hoped that the members and friends of organized labor will discreetly resist all impulses, from whatever source they may pro ceed, .to make a hero or a martyr out of the late "Sam" Parks, say's the New York Tribune. He was neither. The plain, if unpleasant, facts are that he was a bully, a blackmailer and an enemy to honest labor, whether organized or unorganized. He was "working for his own pocket all the time." He did the trade unions far more harm than good. There is said to be a man living in Astoria who has become so accustomed to lying that it seems to worry him when he is forced to tell the truth. a ' The young man who falls in love at first sight is pretty apt to find out that second sight would have been better. There is said to be a man in Astoria who does not want to go to heaven for fear of meeting his first wife there. Councilman Lebeek, who strong ly opposed the Franklin avenue im provement in the east end, is not yet convinced that the undertaking will result satisfactorily to the city, lie says the people of the district tapped by the street are nl ready be ginning to complain, as the cut necessary will have th" effect, in many instances of ruining prop erty. He adds that much of the land assessed for the improvement is of the wild-cat variety, and that property owners will permit tin city to sell the land rather than pay the assessments for the improve ment. "I am satisfied the city will yet be 'stuck for no inconsiderable sum for this work," said Mr. Le beek yesterday. " When I opposed the ordinance providing for the im. provement I did so on the ground that property owners should pay for all street work. My opposition had the effect of causing a material increase in the assessed valuation of the land in the improvement dis trict, but at the same time much of the property is now assessed for more than it is worth. Mark my words, the city wilt have on its hands an extensive variety of wild cat property when the time comes for collection of the assessments, Already the people are complain ing, and there will le more com plaint when this street through the wilderness is finished, if such thing will ever be possible, which I seriously doubt."
