For Lewis and Clark ; v By WarDepartment - The Astorian is indebted to Major W. p. Langfitt for a copy of the rules and regulations governing the operation ot he drawbridge 'across the Lewis aivl Clark river. The regulations are based on the foiowlng extract from the river and harbor act, of August 18, '1894: 'Section 5T That it shall be ,he duty of all persons owning, operating and tendinlg the drawbridges now built, or may hereafter be built, across the navigable rivers and other waters of the United States to open, or cause to be opened, the- draws of such bridges under such rules and regulations as in the opinion of the secretary of war the public interests require to govern the opening of drawbridges for the passage of vessels and other water crafts, and such rules and regulations, when so made and published, shall have the force of law. Every such person who shall wilfully fail or refuse to open, or cause to be opened, the draw of any such bridge for the passage of a boat or .boats, or shall unreasonably delay the opening of said draw after reasonable signal shall have been given, as pro vided in such regulations, shall be deemed guilty of a misdemeanor, and on conviction thereof shall be punished by a fine of not more than $2,000 nor less than $1,000, or by Imprisonment (in the case of a natural person for not exceeding one year, or by both such fine and imprisonment, in the discre tion of the court; provided, that the proper action to enforce the provis ions of this section may be commenced iDeiore any commissioner, judge or court of the United States, and such commissioner. A new idea for this section of the country will be Introduced.- According to those who believe they are Informed as to what the future movements of the boat will be, she is to be operated a) a pleasure craft, and the following plan is said to have been evolved. Instead of carrying passengers and collecting the usual fare no price at all will be charged. As a substitute Tor fares a vaudeville entertainment will be given oa board and the passengers will be asked to contribute a certain amount toward lt support, A continuous en tertainment will be in, progress during the entire round trip. The steamer will ; leave Portland at about 8 o'clock In the morning and return early in the after noon. This plan is not altogether an experi ment, as It has been tried successfully in the east, , The greatest travel on th river boats ' during the- summed month's. ' steamboat' men say, Is done principally by people who.are in search! of diversion of some sort. ; ? I tnite States; provided further, that whenever, in the opinion of the secre tary of war, the public interests require it, he may make rules and regulations to govern the opening of drawbridges for the passage of vessels and other water crafts, and such rules and regu lations, when so made and published, shall have the force of law, and any violation thereof shall be punished as hereinbefore provided." - The ruling of the assistant secretary of war then follows: "In pursuance of the provisions of law above quoted the following regulations are prescribed and will take effect from and after the 1st day of February, J 904: "1. The lower draw bridge across the Lewis and Clark river, Clatsop county, Oregon, shall be promptly opened for the passage of steamboats upon the following signals, to-wit: "Two long blasts of 'steam whistle, followed quickly by two short blasts. "2. The above-named bridge shall also be opened for the passage of ves sels, or water crafts of any description propelled by other than steam power, upon signals like the foregoing being given by. trumpet blasts, or upon the Specifications As to Size Prepared by Major Langfitt.; Specifications for the new rock con tract for furnishing rock for the Co lumbia river Jetty have been prepared bv Major Langfltt the government en 4 glneer, and .Minted copies will be in readiness for bidders within a day of two. " The total astountof rock, called for is 240,000 tons, and the specifications differ considerably from those contained In the second contract of the Northwes Construction Company - - -- The classification of rock, as to size, set -forth In -the new .-specifications, Is as follows: " 'Class A 36,000 tons of rock weighing eight tons and over, the average to be 10 tons. Pieces weigning i w be accepted. Class B 144,000 tons of rock weigh ing from i.OOO pounds to eight tons, two thirds to range from two to eight tons, with an average of three tons.
