The Russian government, with cus tomary disregard for national honor, has, ever since the withdrawal of troops from China by the power which Inter ceded during the Boxer troubles, been Industriously augmenting her armed force, in Manchuria, ; utitSl today the eiar has an Immense force there. Other nations have mildly protested at times, and Russia has repeatedly promised to send back her troops to Russian rerrl- ry. in the absence of vigorous ac tion on the part of other powers, she has pressed her scheme tor Russian (gallon of Manchuria until she has gone so far that war o,r complete back-down is necessary. Atone of the powers Ja pan has dared dispute the way of the -car, and if war comes, the little brown men will have forced It. Manchuria Is a country rich in trade possibilities and the grasping Russian sees In it a magnificent accession to its Siberian Interests, As a trade-develop- er for the eriTpire Manchuria would be of IncsJcuabie value. On the flimsy pre text than only Chin and herself are concerned in this latest territory-acqulr Ing expedition, Russia Ignores Japan's protest and rushes to the Mnnchurian seaboard ships 'of war and armed men In anticipation of an emergency. : Should Russia's present scheme prove successful, the trade of the world will re.-eiwd a material set-back. At great expense '. the world powers, opened Chinese trade, and now they are about to be deprived of more than half the result of their concerted action by the closing of Manchurian ports except to Russian commerce. " This can haw hut one result the. absolute;, control of Western Asia by the cssar's government Those powers which Intervened in the Orient In the interests of commerce, with only the resistance of feeble China to fear, may now find excuse to permit continuance of Russian aggression in Manchuria, but such indifference would be a blot on history that ages will not efface. V ' - :'. Much controversy has arisen as to the meanest man.- At last the fellow was caught, says the Tacoma Ledger. It Is to be regretted that he is likely to escape punishment. Sush a fate is far too good for the meanest man. This fel low committed perjury in Alaska. He had been hired to swear to the guilt of u plrl charged with a crime. Whether this girl was guilty or not does not ap pear, but the scoundrel made a mistake and picked out the wrong victim. On his false testimony an Innocent girl was convicted ind sentenced to imprison ment on McNeal'a island. There she died of a broken heart, although a par don had been secured for her when too late. The .nan who had ruined and killed her has been under arrest in Brit ish territory, and rather than pay the expense of bringing him within Amer ican Jurisdiction it is said the authori ties will permit him to be turned loose. There is nuch to regret In this. Great costs are piled up in pursuit of crimi nals not half eo dangerous and despic able. However, there is the comfort of knowing that vhe scoundrel will ever be nfiald to come to this country. He Is not likely to establish himself in the ana tonic on me maxKci 10-aay is a. a. s. It is announced from Washington that the subject of uniform divorce laws will be treated by the president tn his message to congess. The presi dent la expected to suggest a congres sional inquiry In the hope that some kind of reform may be devised. While It ts agreed that congress. has no power to ptiss laws relating to divorce, it Is thought that a congressional inquiry might result in such an agitation on the question that the states could be Induced to adopt uniform laws.
