PENITENTIARY TROUBLES "
The warden and chapel guard at the
Oregon penitentiary have resigned their
positions. The dispatches from Salem
do not give the reason but il enn safely
be attributed to friction In the man
agement These are Important and
much sought positions. Men do not vol
tintarily quit such jobs unless they have
mighty reasons, or think, they have.
The warden w ho was newly landed in
his place held the most Important posl
t4on tn the institution. The chape'
guard was an old employe and had
come to be recognized as a kind of
authority on prison affairs.
Frequent changes in such positions is
unfortunate for the state. Not that it
has concern in the personal interests
of tlje employes that come and go, but
it has a care and a grave one in the dis
cipiine of the prison. The woods are
full of escaped convicts In California
and it is due to lax discipline at the
Wardens are not made in a day. The
handling of prisoners is a profession
few have qualiSed for and few good
men caretaThe best Interests of a penal
institution require trained employes
and the system that permits the drop
ping of trained officials for untrained
is a bad one.
The trouble with penitentiaries, par
ticularly those of the coast states, is
they are mere political footballs. A
few more breaks, and people will be
ready to demand a reform in the man.

through the devious course of politics

som prison in California, was carried
bodily away from his own institution,
by his own prisoners, ana unable to
keep the pace, released as excess lug
gage. Mr. James, the present super
intendent of the Oregon penitentiary,
was selected for the position, not be
cause of his fitness or aptitude to hand
le prisoners but for political reasons.
Nothing is to be said against the char
acter of Mr. James as a man. He Is
niither worse nor better than his pre
decessor. It is the practice permitting
a man past the prime of life who has
neither experience nor association with
criminals nor made a study of penology
to be picked up and placed in charge of
a west?rn prison, where many of the
world's worst criminals are to cm
trolled. Mr. James could find at the
reform school 10-year old boys who
could teich him forms of vice he nev
er thought of. If a serious break 'Iocs

ent expires, it will be more of a wondi-r

ducers to properly handle and care for
them, while the export of dairy and
lumber products, poles, saw-logs, shin
gles, etc., far surpasses any period in
