The London Mall, In an article on the British postal system, naturally buds it highly, placiffg It at the head of all others; and the praise Is not only i.at Ural on the part of the Mail, but In some particulars Just. In the matter of comparison, however, much depends upon the point of view and the theories of government practiced in different countries, for. as the paper states, "one acquires the railway or controls their charges; another leaves them to private enterprise and pays whatever a prac tical monopoly demands. One aims at directing its peoiie what ti wish for, and another holds that it ought not to spend money until the wish is mani fested publicly. One enters Into com petitlja with carrying companies, while another Is condemned for using state resources to compete with private trade and where the views vary so widely it is idle to look for identity of practice." Whatever the system, however. It is results that the people of modern na tions want, and in this respect, while we in the United States take a just pride in the conduct of our postal serv ice, we must acknowledge that in some matters we have not reached the degree of convenience provided by the British postoffiee. The criticism of tha Mail that "few people praise the United States postoffiee, which has no parcel post at all, leaves its telegraph service In the hands of private companies, and is in most directions far behind the Eu ropean standard." may be taken for what it is worth. In general we are content with the service we get and do not grumble except us we grumble at anything that gives us temporary an noyance. We know that the postoffke department is doing the .best it can and is Increasing facilities as fast as op portunity and means permit. Just in this connection it is urging an extension of the service Into the rural communities, so that instead of the man having to look out for the postoffiee. th office will look out for him. How advanced the British system is in this respect may be gathered from the fact that in Great Britain the postofficij serves an average area of 5.8 square miles and 1S67 inhabitants, while In France the average is 43 square miles and 4122 inhabitants. The average In the United States is not stated, but it may be taken as more disproportionate than that of France, as compared with Great Britain. There Is a natural reason for this, and would be even if our rural service were much more ex tended. In the great stretch of our ter- ritory and the comparatively sparse population In much of it, but we can vastly reduce the proportion if we will. The movement for the rural service is gaining strength and '.he demand for it is spreading in every state and com munity where it can be established. It will be a long time before, as Great Britain, the postman will be found plodding through every country lane and byway, but It Is within the power of people In the country to secure a postoffiee at their doors by backing the) department in Its efforts and Ii.rlstlng on the appropriation asked of congress of money to carry on the work. Only a few days ago announcement was made that there would be estab' llshed st Philadelphia a hospital for Victims of tuberculosis. The endow ment of tl.e Institution will be ample The whole country will lend Its approv al to a scheme so beneficient. The study and treatment of tuberculosis is one of the most Important subjects that could engage the interest of humanity. Now it is stated that there, Is to be sim ilar Institution In New Tork, It will have an endowment of $1,000,000. The donor chooses to keep his name secret, making plain that his Idea Is not the erection of a monument to himself. Ac cording to mortuary reports one-seventh of all deaths In this country re sult from consumption. The Investiga tion that can evolve the means of baf fling this disease will be valuable be yond all estimate. One thing science has done. It has demonstrated that consumption Is not of necessity fatal. There was a time when the one strl cn thought there was nothing for him to do but make his peace and prepare to go hence after a season of lingering pain. Now the victim of the disease knows there Is hope for his complete recovery. There are certain climates that amount to cure. The consumptive may go to the arid regions of Colorado or Ari-tona and get well, or at least pro. long als life for a considerable period. There has not yet been found the sec ret whereby he enn remain In his ordi nary surroundings and do anything but die. To find this secret Is a part of the mission of the hospitals. Their friendly rivalry works to the ,-ood of the race. The generous donations that have made such ''iwilry possible are to be more than merely commeiuKl. A recent English paper contains an interesting article on appendicitis. which u clahiu attacks all classes, and is extr?tn.?ly prevalent at Oils ilinc, as Is proved by the statistics of the great London hospitals. The number of cases reported from' St. Thomas' hospital in IS!) was 35, with three deaths. In 1S?5 these had increased to 70, with IS deaths, and in 190 to 11. with 27 deaths. At St. Bartholomew's the reports show only three cases and no deaths In 1SS0, while In ISO there were 122 cases, with only one death; 9t of these were surgi cal without a single loss of life. In Guy's hospital, the first figures given are for 1W-W cases and no deaths; w hile in 1901 there were 171 cases and 13 deaths. Thre is one point in this re port that seems rather strange. At Guy's hospital in 1900, with 40 opera tions there was not a single death, and in the same year at St. Bartholomew's hospital there were surgical cases and no deaths, while at St. Thomas' hospital there were S9 surgical cases and 10 deaths. These three hospitals report in that year 22! operations, w'th only 10 deaths, and all of those, as has been shown, oecur.-ed In one hospital. Plainly from these figures the opera tions is not a cry dangerous one; in f;fct. Sir Frederick Treves, one of the greatest authorities on appendWtis in the Unfed Kingdom, performed 100 consecutive operations successfully. On J this showing, appendicitis is a disease ! that has increased enormously in the j last dozen years, not only in this eaun- i try, but on the other side of the Atlan- i tic.
