United States Minister Bo wen, of Caracas, bas cabled the State Department ask ing that one or perhaps two warships be sent to reinforce the gunboat Mari etta at La Guayra In view of the pres ent critical situation which has arisen at the Venaeuelan capital. Some time ago, when President Cas tro left his capital. Minister Bowen expressed to the state department his fears that an occupation of the capital by the revolutionists would result in rioting and pillaging, and be attended with syreat danger to unprotected for eigners. Such a situation, it is infer red here, Is again imminent. The following cablegram received at the state department this morning from Minister Bowen dated Vast night at Carafccas, shows the critical con dition of affairs In the field : "The army Is still near Valenica. No particulars obtainable. Valenica is clossly surrounded and battle going on now." FATAL NEW YORK FIKE. Three Men Badly Burned and Forty Horses Lost. NEW YORK, Oct. 15. Forty horses were burned to dearth and three men had narrow escapes from a like fate in a fire that started today in the five-story structure at 339 West Six teenth street ccupied by the Ganse voort livery and building stables. The building was practically destroyed, to gether with a shed used for storing vehicles. Nearby tenements were emp tied by a squd of police. The fire started In a truck load of furniture in the first floor. John Hy land and James Kelly, stablemen, were In the basement, where they had rooms. Over the window of the room in which they were was stout wire netting. The policemen pulled this away and drew the men out. Hyland was unconscious and burned slightly. Kelly had to struggle In such a stren uous manner with the grating trying to force it up that he and his comrade could get out that his hands were torn and bleeding, his arms and wrists la cerated and in many places there were gaping wounds on his hands and forearms. After the fire was out, one of the of tlhe firemen found John Spencer, a laborer, In a small shed In the rear, frightfully burned. He was lying on a smouldering bale of hay. States. The cabinet and I are now engaged In consideration of -his treaty and probably will come to : decision by the end of the week.
