If Ocneral Miles could have given us his exact movements tn advnee, As torlans would have shown him that we are loyal to the army which he commands, and that we do not forgn that his courage and tactics were dis covered In the "West Little mat ers of controversy -do not bother us out here. All we know and care to know is that a man who has passed his life time In upholding the Stars and Stripes and who Is commanding General of the United States Army, is amongst us for a few hours and that we lire proud to welcome him. With an army of In dividuals who pride themselves on In dependence, with an ever-changing po litical asnect. the veteran has to pass under the rod as his compeers do in every country. The mayor was ready to do all In his power and we Asto- rians are sincerely glad to have an op portunity of wishing our commander-in-chief bon voyage to the Phllippi .es. In an Interview with a Portland pa per, Major Kinney, who is so deeply interested in Coos Hay, referred to the bar at the mouth of the Columbia .iver in these plain words: "It is well to have the truth concerning those mat ters set forth. A true stttement of poor conditions will not do ha if the damage that a wreck w.mld Co. ' It may serve to get a neve or. that will do away with the danjsr. The Coam bla bar does not look to me like a great obstacle. Dig it out; if the en tire channel to the sea should fill up I say dig it out agaia IP THE BAR CANNOT BE WASHED AWAY' DIG IT AWAT. In 10 years It will be for gotten. The commerce of the Colum bia will have grown fo great that the maintenance of a deep channel to the sea will be relatively too trifling to mention." The fact that Lieutenant Peary did not actually hoist a flag on the north pole does not imply for an instant that his four years' of peril have be?n un availing. It would be lnposs':ble f .r a man of Peary's Indomitable courage, education and observance, not to have brought back Interesting and us ful information about one part of- the world that swings us round every 24 hours. Science has done so much for past generations that we never know what it may produce next or whence the localitr. Hence every branch of research should receive expectant at tention until the so-called intelligence of this earth has passed a mature verdict. The injudicious speech of M. P lie tan, the French minister of marine, appears now to have been a storm In a tea cup. His boast of what France can cr would do In the Mediterranean sea, and what she would like to do to Germany, might have caused ln ligna tlon or even International friction. As it is it has helped us newspipers tut considerably and as M. Pelletan d dar ed that he was not accustomed to be ing a minister, his foolish u t-ranc g were not read au eerirjx. M. OTHER CIT.KS A contemporary asks: "When th navy adopts oil as fuel Instead of coal, what Is to be done with the co.U.ng stations?" They will be converted Into oil stations. Already there are a( few of these and as oil becomes to b? more genjrally adopted ns fu:l by the mer chant marine of the world their num ber will Increase as a matter of course. Oil has many advantages of coal a a marine fuel, chief of these being the readiness with which a ship's b inkers can be filled as against the slow and expensive process of "coaling;" the economy of firing, one stoker on an ofl ship being able to do the work of live on a vessel using coal. Both Californ ia and Texas produce large quantities of oil suitable for fuel and not much good for other purposes. The strikers In the Pennsylvania coal region are helping along the fuel propaganda and correspondingly hurting the c al Industry. But that is a .natter between the cool barons and their miners. It is their own ox that Is being gor.d. Inter-Mountain. , The submarine telegraph cable which is to join the United States and Ha waii as the first link In the system to the Philippines, has been completed and is now on board the steamer Sil verton, lying in the Thames, pr para tory to sailing, September 20, for San Francisco, when it will lmmdLUely b gin laying the cable to Honolulu. The Silverton is expected to reach S in Francisco early In December. T.ie cable Is wound around enormous spools Its total ! each 30 feet in diameter. length is 2413 miles. The stranls are one to three Inches thick. The total weight of the cable is 10,000 t-jns. Ex. The mere assumption of martial ob ligations Is in Itself a deterrent against crime, for the man who is capable of an emotion that will lead blm to matri mony is not apt to relapse from the finer Instincts of his nature long enough to commit a crime. When the children arrive and a home is estab lished the tendereet relations and i b 1,1 ligations are developed and cherished. The family ties become stronger and deeper, the responsibilities of life as sume a more serious aspect and the manliest impulses are nurtured and strengthened. Eugene Register.
