The London Times after Investigate

the opinion that It would be an error
to permit the Chinese to entar South

General Miles may go to the Philip
pines. It is a problem why. If his
presence were needed he shoull have
been there long ago. If not required
long ago, what takes him there now?
If he had been ordered there long ago
a great deal of unpleasant friction
would have been 3verted. The plain
truth Is that Miles handles his sword
much better than he does either his
tongue or hispen. Undoubtedly a gal
lant soldier, but lacking tact Finally,
there are wheels within wheels and
the chances are that the general pub-Ik-
will never know -.vhich way the in
ner wheels, are turning.
The more Mayor Williams cuts down
the Portland revenue the louder his
friend the Orcgonian hollers for a fire
boat and the noisier the public gets
about its disgraceful streets. When
everything Is completely burned oft the
river banks the fireboat may be forth
coming. She will come In handy for
junketing purposes and may divert
attention from such Steepler hase
courses as some of Portland's streets
The board of equilUation met at the
ilty lull at 2 p. m. yesterday. The
tusine?? before the load was the im

Commercial and Kxchangs. None of
the owners offered any objcetlon to
the special assessments and they we re
duly recommends! to the mayor and
council for confirmation.

The Australian miners have contrib

among Anglo-Saxons al! over the earth
and Untie movements often show how
the wind blows.
The first ball'ii between the army
and navy is -x;e.-ct!'J tonight. The

The especially equipped team which
is to tour round in the interest of good
roads Is booked for Portland for ceven
days. Seven years might suffice if the
visitors talk with sufficient force and
don't get lost In the mud.
A n.s arrival in the city can only
dig up one fault! " I don't mind living
on piles. Astoria is good enough for
me, but I shall bfg my matches in
Portland. Life Is too short."
The lawyer of this country are
watching with Interest for the outcome
of the recent extraordinary decision of
the English courts. In one case It was
affirmed that a labor union having
funds was liable for damages to em
ployer whose business had been In
jured by strikes. Then 74 coal com
panies brought stipit against the South
Wales Miners' Asociatton, claiming
$500,000 beetuse, under Instructions
from the council of federation its
members had stopped work. The de
fense was the federal council was en
deavoring honestly to protect the inter
ests of the men and had only advised
them without any malice toward the
employers. This case went In favor ef
the union and against the companies.
If the first ruling should hold jood,
It would simply mean a d.tth blow to
organised labor and put every striker
In a dangerous position. If the second
ruling be upheld things would be as
they were before the cases o.tme up
It seems to us that p. fclemtion of la
bor, making honest demands without
malicious Irrention of harm, must i om
mand consideration, especially if they
can suppress any appeannce of vio
lence. In such eveats the ;niMic its-lf
will sooner or later form its own tribunal.
