About August 5, Mr. Craig asked the Tassenger Association to allow the set tlers' rates to Astoria, but the request was denied on the 16th. Not at all discouraged, he appealed to the Vnlon Pacific, which thought favorably of the matter and on the 19th announced, that It, with the Oregon Short line and O. R. & N. Company would, in dependently of the association, grant the requested and much needed rates to Astoria. All the roads then acquiesced, so As toria now stands an even show with the other localities of the Pacific coast to locate Immigrants ujon the lands in its vicinity. FED- Examiner: Replying to the criticism of the Civ ic Federation Senator Hanna recently announced that that body has " pre vented eleven strike since November." That ts eleven times better than nothing, of course. The great strike in the anthracite coal finelds ha deprived the country of expectation of large results from the Civic Federation. vVhen it came Into existence last winter the hope was ex pressed everywhere that It would do much toward substituting arbitration for the strive. At the first real test of Its strength, however, at the first for midable defiance, the Civic Federation has retired from the field df-featd and apparently not resenting defeat. The miners were willing to arbitrate from the beginning, but the mine owners wtre not The offers of the federation to Intervene In the Intersts of peace were met by the mine own ers with haughty insolen e.
