It will certainly be affiriilt for the Cuban government to show how a debt of S.W,W can be pall out of ordi nary revenues, after paying current expenses. A reduction in the America 'lutiea of Cuban products has been urged as a kind of obligation renting upon the United States as compensation for the Incorporation of the PlaU ,nitnd:nint Into the Cuban constitution. It was contended that It was hardly fair to Cuba to limit its power to Issue bonds without In some way making It un necessary to Issue bonds. Without doubt one purpose of the Piatt amendment was to put It out of the power of the Cuban govern ment to Incur a large debt to pension Cuban soldiers who had taken part frt the war against Spain. But the amendment stands against any Issue of bonds which the Cuban treasury eannot show the means to pay with out incurring a permanent debt. The Cuban house does not make a pretense of complying with the provisions of the Piatt amendment, as the bond Is sue proposed Is not made redeemable within 40 years. It is probable that the question will arise If a sale tan be made of the bonds. Issue of which must be regarded as an i tfraction of the Cuba constitution. 'According to figures compiled by the Chicago Livestock Journal, there was a decrease of 81,555,793 pouuJs of beef, live weight, marketed in July, 1P02, as compared with July, 1901. The fig ures cover the sales in the five large markets, viz.: Chicago, Kansas City, Omaha, St Louis and St Joseph, the decrease In Chicago being exceptional ly hesvy.
