As a matter of fact the government rather fears to disturb the tariff for fear of some kind of finan- cial agitation, but It must be done soon or the change will come about in a way we certainly will not relish. AN EXTRA SESSION. There is a rumor that the senate will be called in extra session. Perhaps j this Is true, and perhaps not. The general policy of the tountry is to avoid extra sessions, but the prejudice against them Is not carried to such i an extent as to Involve the shirking I of a duty. The subject in view this , time is Cuba. j Contrress has accomplished much i benefl ial work. Its record, much of It mMe near the time of adjournment, will bear scrutiny. There was involv ed a vast amount of detail, and the spirit manifest In the various meas ures argued well of the temper of the country and Its representatives. But towards Cuba congress did not do its full duty. Perhaps the matter tva overlooked, because there were other matters deemed more important; pos sibly it was neglected because every body's business is nobody's business. Whatever the reason, the promise made Cuba has not been fully re deemed. By promptly accepting the resigna tion of Justice Cray, of the supreme court of the t'nited States, and as prompt'y announcing his decision to Means bad air, and whether it En&!ttP tO KOSSlSh comes from the low lands and marshes of the country, or the filthy sewers and drain pities of the cities and towns, its effect upon the human system is the same. These atmospheric poisons are breathed into the lungs and taken up by the blood, and the foundation of some long, debilitating illness is laid.
