During th last 24 hours the aspect of the ftod ' flrt'.uation In Texas has grown brighter. The heavy rain have ceased through out th greater portion of the nut and tH water has begun to recede In all the river and creeks. If the fair weather continue eome of the Texas railroads , will begin running their trains on time todiy, while regular trafflo will be re-estaWtahed on others within three or four day. The Cotton Belt tracks are washed out fur 260 feet Juat west of Brandon. The Missouri, Kansas & Texas bridge at Hilisboro Itae been repaired and trains were run over K yesterday, although the track is still In tttd condition. The International A Great Northern has resumed traffic north of Palestine. The damage done to he property of that road Is said to be very great. Nearly 1 f of the track is wash ed out at Richard creek, and as much more at White Rack creek, bei les many smaller washouts. Dallas was visited by another heavy downpour yesterday. Trinity river Is considerably over Its banks li manv places, but little damage Is reported. Texas & Pacific railroad officials state that the situation at Big Springs la much Improved and unless there Is much more rain they expect to re . sume operations today or tomorrow. A Mr. Hardy, who attempted to cross a swollen stream at Elms Spring was drowned. This makes five drownings which have been reported as a result of floods. NEARLY KILLED FOR . IMPERSONATING TRACY Endeavors to Win Woman' s Affec ' tions and Money by Pretending to Be the Outlaw. SEATTLE, July 28. William Nixon, of the disorderly district of Seattle, tried to win a woman's affection in the guise of outlaw Tracy and is near ly del result of his foolhardy act. He told an actress in a music hail that he was none other than the famous desperado and threatened her life If she told. He made her buy him drinks and promise to supply trim with money. Saturday night when he en tered the theater he was attacked by a policeman and the proprietor, oje Williams, a brother of Deputy Sheriff Jack Williams, wo was wounded in a battel wfUl Tracv at Bothel, July S. He was pounded into Insensibility and has not fully regained, his faculties yet. The mistake was discovered when the roan's feature were compared to those of a photograph at police head quarters. It Is almost a miracle that the policeman did not shoot first and Investigate afterwards as he was told positively that the man was Tracy and a reward of nearly $7000 Is offered for the deener&do dead or alive. It la said, according to the correspondent, that alnee Mr. Cham berlain was hurt In a cab accident on July T, he has had recurring attacks of irregular heart action. The cardiac troubles are so serious that he has been examined by three eminent spe cialists In heart affections and after a consultation they forbade him to resume work In the toouse of commons last Thursday as e had proposed to do. It la probable that the specialists feared the -effect of the exciting seen which would be certain to take place upon his reappearance in parMament. Mr, Chamberlain's secretary has pub lished the statement that the colonial secretary Is " recovering more slowly than was expected." As the colonial office appropriations are to be dlss-ussed in the house of commons on Tuesday, K la a matter of extreme Interest whether or not he will be there to take port In the dis cussion. While heretofore the reports con cerning his health have een encour aging it is certain that hla appear ance Is greatly changed. MEAT CUTTERS JOIN UNION. KANSAS CITY. Mo, July SS.-Thir- ty-flve butchers employed by the Ar mour Packing Company iave Joined the Amalgamated Meat Cutters' and Butchers" Workmen of American. The unionising of the Armour butchers makes complete the organisation of the butchers in the principal packing houses of the country. The butchers employed by the other packing houses here are members of the onion. The Armour men hesitated about joining until they were assured by Charles W. Armour that he would hot oppose their action. The meeting of the local union at which the men were elected was attended by Michael Donelly, na tional president of the union. Presi dent Donnelly announced that a meet ing of the union would be held In St. Louis on August 10. DEMOCRATS RULE PERU SENATE. NEW YORK, July 28. Elections for presidents of the senate an 1 the cham ber of deputies were hld S'l'Csy, sayn a Herald dispatch from Lima, Peru In the senate Senor Anlero s- pillage civllist had a majority of six votes. In the chamber of deputies, Senor Carlos Pierola, Democrat, iad a ma jority of 26 votM. The result shows that the Oemo- crats are 'n ont:ol of-oongress. TEETOTALLERS HOLD SERVICES. NEW YORK. However, all the canneries had as much fish as could be handled, and for about the first time the xcarcity of Chinese labor wis seriously Wt. The difference between the .ack of this year and that of last year, if there should be any difference, has already materialized. Tp to July 20 of ast year the fish were very poarce, and the pack on that d.ite was almost a failure. Then the big run eet in, and until the close of the Mason the canneries were blocked. As the can- ners had more help then than now, the pack from July 20 to August 15, 1001, was greater than will be the case for the same period this year. The packers have made a material gain up to July 20 this year, but from this time on that gain will be reduced If the total pack on the Columbia is 250, 000 cases, the canners will be very well satisfied. It Is Just possible It may slightly exceed these figures, but not materially. The Increase In the run of fish has brought about a drop In the price, and now all the canners are paying 4 cents a pound.' The gillnetters have leen limited to 400 pounds to the boat. The reduction In the price went Into ef fect Sunday night. Only two cold-storage concerns are now being operated Schmidt Bros. and Lindenberger's. M. Booth is still operating at Megler", but bis cutput will probably not exceed 100 tierces. Schmidt and Lindenberger are not operating on an extensive scale. REDUCED RATES TO NORTH BEACH. The O.
