Considerable business was transact ed at last night's meeting of the council, tout the proceedings were not of usual Interest. The special com mittee appointed by Mayor Suprenant to frame an ordinance regulating the speed of trains reported that it had met and conferred, but that It had been unable to reach an agreement. Therefore, it was recommended by the committee that the matter be left with the Individual members of the council for Settlement at some Inter date. The committee consisted of Messrs. Trullin ger, Brix and Burns and City Attorney A. M. Smith. A petiton was preaentded by Mrs.L.A. Palmer, asking that the drain on the street in front of her property be re moved or .repaired, as it had damaged the lot. The matter was referred to the street committee. A comunicatlon calling attention to the unhealthful condition of the lot at the northeast corner of Exchange and Sixteenth street, was referred to the committee of health and police. Fulon Bros, presented a communi cation, tendering $200 In settlement of the assessment due from G. H. Miner for an Improvement on Thlrty-flfth street. The matter went to the com mittee on streets. Liquor licenses were granted to John Stephenson, John Harry, Swan Wilson Loughery & Martin and Henry Disse. An ordinance providing for the im provement of Commercial street be tween Third and Sixth was passed under suspension of the rules. The ordinance amending the meas ure relating to the construction of side walks was also passed. The old lajv, It seems, provided that It would be unlawful for anyone to obstruct streets or sidewalks after the passage of the bill, which made It impossible for the city to require the removal of ob structing bulldmgs which were erected Pears' soap in stick form; con venience and economy in shaving. NEW YORK, July 21.-For refus ing to sell beer early today, George Baker, a saloon keeper on West One Hundred and Thlrty-flret street, was shot and killed by two men. The mur derers went to the side entrance of the saloon. Baker came to the door and upon being asked to open the bar re fused. Th" men flrd at him and fled. He died shortly afterward at the hos pital. Brooke, whose headquarters are on Governor's Island, will be succeeded today In command of the department of the East by General Arthur Mac Arthur, whose post has hitherto been the department of the lakes.
