THE MORNING ASTORIAN. THURSDAY, MAY 20. 1902 CIVIC IMPROVEMENT COLUMN . k I ITEMS TO FILL THIS COLUMN REQl'EST- ED FROM FRIENDS IF THE MOVEMENT Editor Astorlan: The Mondar't U ue of Dally Budget ha a very excellent suggestion regarding mat ter relating to and ronneciel with the question jut now of muoh Interest to Astoria' house-keepers. I refer to the dumping ground, get ting ready to avail outselvea of it, and the use of the su peivmtmated fire engine hirse to haul the refuse to thl place selected. A a , muoh Interested house-keeper I would like to offer a few Miftgestion to the counofl, board of health aid Incidentally tct every cittien. who Is In sympathy with thin movement tor a cleaner, healthlw city. In one of the cltlea, when this civic movement haa been moat successful, the women of the city, who started thl movement, but were most heartily and ably support ed by the men, both officials and plain d: liens, went to the health commis sion and with him "Bo the council and asked that contracts for the collection and removal of garbage of all kinds, be not made with any persons, but that this matter be turned over to the department. Of course contractors wanted to prevent it, but what of that? There, a here In Astoria, the desira wa not to give some man an occu pation but to keep the cltisena at the , least expense, as well as the etty; to put their homes In proper condition. The cities which have tried It have found it a perfect plan. We have a board of health, the Mayor is chair man. Dr. Cordiner health officer and The uniforms of the Eagle Military Band arrived yesterday and they are peaches, according to the slang way of expressing good things. There is nothing gaudy about the suits, but ifiey are nobby and all of the boys who have tried they on find that they ni 10 penwciion. as soon as cue ooys all get out in their new uniforms in a body they will make the beet show ing of any band in the country. They win not oniy no mis in appearance nui also In giving the public music. The Eagle Military and is one of the best on the Pacific Coast. ,. Mr. Herman Wise ordered the suits for the boys. that is he had them made to order, and one of the suits was on exhibilon all . . . . , day yesterday in hi. window. The gen- era! remark waa that the boys would not speak to " common peop.e" when they got dressed up in their new uni forms.' ' ' A telegram from Joe Gribler yes terday announced that he had been in a train wreck on his way to Minnea polis, but that he had not been hurt. The particulars have not been learned, but on account of Mr. Gribler having , gone to the trouble of telegraphing his j friends, it is presumed that he had a ' close call. DEATH OP SHIPOWNER. Messrs. ruinger, Jahlstrom and Vtrix member of the council, form the board. The plan, a followed In these cities, as that this board hired a man horses and teams and and forf them; every householder was expected to keep his premises in a perfectly e"ean, san l.ary condition, if they could remove all rubbish themselves, well and good; If not, they must avail themselves if the city scavenger, a normal price was charged tnd the sums so received from the citiiens, paid all the expenses of this department. In one otty one dol lar per month was charged; In anoth er, only fifty cents per month. We have our own horses, a uitab!e eov ered wagon could be hired or bought. i a, man Mred and tjte city do her own ; work of this kind. Two hundred fam ilies at only SO cents per month each would mean an Income of one hun dred dollars each month (llOi per month) . This is certainly more than enough to pay for all necessary ex penses. This, if inaugurated and econ omically managed, would no doubt be availed of by the greater majority of Astoria's citizen. The object being simply to cover expenses. If enough people avail themselves of the city scavenger, the sum could be reduoed so that It would be light enough for 11. We ask through your columns If the ground has been elected fr this purpose? Wttl you find this out and answer this question? If not. will you also find out why it is so long; de ferred. HOrSEKEEPER.
