A great deal la being aald about the
Initiative and referendum.- - While a
great .number -of newspapers are dla
euwlng the subject there are those
who think tbeae two articles may be
kept' in- restaurants. It Is claimed
that the sentiment is growing favor
able to the initiative and referendum
throughout the country. An amend
men to the constitution will be sub
mitted to the people this year provid
ing for the passage of a law establish
ing the initiative and referendum sys
tem in this country. ' It Is claimed to
be favored by a majority of the vo;ers
Irrespective of politics. The Evening
Telegram favors the law, as well as
many other papers In the state. The
"initiative" Is defined as giving the
people the power to propose laws and
amendments to the constitution and to
enact oeneject the same; at the pulls,
independent of the legisia&va assembly.
The referendum is define! as giving
the people -the power to demand that

The proposed dredging which It is es
timated will require this sum, ex

improvements within the distance
named it is ascertained that not less

the time until more substantial Im
provements can be made. At this rate
for temporary navigation It will cost

erate to fix the channel so that' the
inland city may be made a seaport.
A strong effort is being made to get
the postal currency measure through
Congress to supplant the present mon
ey order system. It Is urged by an
advocate of the scheme: " The postal
check currency or. some other plan
should be adopted whereby the trans
mission of money by mail may be ren
dered easy and certain. It is remark'
able that the country should so long
have been "compelled to put op with
the present very unsatisfactory "ar
rangements for sending money by mail
