WASHINGTON, March 20.- The house today made very slow progress on the rivers and harbors bill, dispos ing oi oniy 39 pages, leaving 1$ pages still to be considered. The rivers and harbors committee again today suc ceeded In defeating every amendment offered. Bellamy, of North Carolina, J took occasion to denounce the Crum- packer proposition to Investigate the Southern election laws as designed to stir up sectional strife. He appealed to conservative Republicans to defeat the resolution. GENERAL MILES. WASHINGTON, March 20. News of General Miles' statements today before the military committee of the senate exelted great Interest at the war de partment. There was very general In quiry as to whether, by passing crit icism on various officials, as reported In the press, Miles had not exposed himself to disciplinary treatment While Miles did not expect, when he gave his testimony, that It would be made public In any form, he is now willing that it shall, be published by the committee, making himself th broad statement that statements which were given to the press aa those made by himself before the committee were misrepresentations totally unwarrant ed. MISSOURI ELECTIONS. WASHINGTON. March JO.-In the contested election case of William H. Horton vs. Jame J. Butler, from the Twelfth Missouri district Republican members ot the election committee number 1, have decided to recommend that the seat be declared vacant. Members of the committee say the hearings disclosed that lists contained about 14,000 names which could not be located at places of residence de signated, nor were these names In last census returns or in the city dlreotory of St Louis. The committee found that about 9500 of these doubtful name appeared in the voting lists, ot which It is estimated Butler received about 700 and Horton about Z30C-. The Bradley dormitory at the State School of Reform near this city was destroy ed by Are shortly after midnight, but all the Inmates, numbering 12S boys. were saved. The fire was discovered in the third story of the dormitory at 12:25 o'clock by the night watchman. He at once notified Superintendent Doak, who promptly aroused the in mate and got them safely and with out disorder out of the building. The officials' and the boys went to work to save the office furniture tout the flames spread quickly' and., the : domitory was soon in ruins. A telephone message tu sent here for help and .the local fire department quickly responded and an engine was started at onoe. They had about six miles to go and although they were too late to save any part of the dor mitory, they prevented the flames from spreading to the manual training building which is near the dormitory. At 1:10 o'clock the dormitory collapsed and at 3 ociock the Are was practical ly extinguished. The burned building was erected in 1896 during the administration ot ex- Governor W. O. Bradley, at a cost of 125,000, and was Injured for two-thirds of its value. It was. the only dormi tory completed' to this time excepting the one occupied by the girls three- quarters of a mile' away. In it were the superintendent and his family, the guards and the white boys, numbering. about 125. The burning ot the building leaves these young crim inals and the superintendent without quarters. The colored boys occupy the manual training building in which are the factories, etc., and the colored girls occupy an old house, which stood on the place at the time of the farm's purchase by the state. Because of the badly crowded condi tion of the dormitories and the in complete plans of the institution, the state legislature has Just passed an appropriation for the school's benefit.
