Front HAN FRANCISCO, Aug. 12.-Presl-deni Casey of the City Front Federa tion, reviewing the strike situation, says: "The unions nre In a much stronger position now thin they were a week ago. The m -n are more than ever determined to win their tight. Not one desertion from the union has be n reported to the federation. "No one can say what turn the strike may take during the coming week. Fre quent conferences are being held, but II is impossible to predict when one of them will lead to results that will he sat isfactory to the contending parties. I cannot say that we are nearer a settle ment today than we were a week nno. It Is my opinion thn; we are not so near a settlement. "Etimigh money has been lost by the employers to convince them that a strike Is a losing gum,, for them. It may be necessary for the Industries of the city to remain Inactive for. several weeks more before they w ill be convinced. Former Professor of Bovine Pathology Does Not Wholly Agree With the Doctor. NEW YORK. Aug. 12. Dr. Edward F. Brush, of Mount Vernon. N. Y, for merly pressor of bovine pathology in the American Veterinary College, Is es pecially 'nterested in the theory advanc ed by Prof. Koch that the bovine tu berculos germ is not of the same va rletv as the human tubercular germ and that there is no dinger from milk and meat to men. Dr. Frush said: "I cannot ag:e? with Dr. Koch in everything he says: I am of the opin ion that tubercular conditions in men and animals ar, lden:ical after they are started. My occupation brings me in clos contaot with dairy cattle and I have been compelled to devote my at tention to the subject of tuberculosis afflic:ing dairy stu-k. "One fact that strengthens my belief that humir. baecllliry tuberculosis is all derives from the bovlne species Is that where this animal does no; exist, pul monary consumption is unknown. The Kirgis, on the steppes of Russia, who have no cows, have domesticated the horse, using Its milk, meat and skin. and a case of pulmonary tuberculosis has never been known in ttv tribe. The Esquimau has no cows, neither has he pulmonary' psthisis and I think It can be laid down as a fact that where the dairy cow is unknown pulmonary con sumption does not prevail. "Let us treat this disease and espec ially among the cows as leprosy was treated of old. and then we shall be saved from the painful necessity of treating the human race In like man ner, for I am convinced that if we stamp out tuberculosis in the bovine race a few generations will eliminate i from tha humki family." Tha Fall River cotton manufacturers this evening at a meeting held for the pur pose of discussing work reduction, unanimously voted to reduce wages to a basis of 17 cents for weaving, the reduction to go Into effect September 3. This Is about 14 per ceat, the present Drice of weaving being 15.8 cents. The vote was unanimous with one ex ception, this man voting against reduc tion only on the question as to tha amount. An agreement will be drawn up for signature and will be passed by :he executive committee of the associa tion. It will require a representation of lf-0.000 spindles to make an agree ment to reduce the wages of opera tives. At he meeting voting this evening: there were representatives of nearly 1.2S0.000 splndlers. The representatives of the various la bor organiaztions In Fall River met di rectly after the announcement of the action of the manufacturers, and a meeting of the textile council was call ed for next Thursday night. LONDON, Aug, 12 The government was defeated in the house of commons tonight in the course of he debate on :he factory bill. The house suf ported bv 163 to 141 the proposal opposed by the government that textile factories should be closed at noon Instead of 1 o'clock p. m., as now. The opposition and Irish members cheered wildly. TOO MANY POLICEMEN. Governor Taft Will Reduc Number la Manila by One-Half. MANILA, Aug. 12.-CU-11 Governor Taft, in the Immediate future, will re duce the police force of Manila by one half. At present there are 1300 police men for the city, whose population num bers only 230,000 souls. Governor Taft considers It unneces sary to have over 600 policemen, as they are not required for military pur poses. Beslies, in the event of trou ble, the policemen of Manila woull be unable to cope with the situation and military forces would have to be called upon.
