South Africa rumors respecting an exchange of cable comunlcatlons between the Boer leaders and Mr. Kru ger are less creditable. The surrender of a small commando at Pietersburg is encouraging the opti mists to hope that the end is close at hand. The judgmnt of the more ex perienced South Africans is that the war will drag along for several months and that the only result of premature peace negotiations will be the renewal of Boer agitation in England. Wash., June 12.-The special session of ihe Wa-thington leg islature adjourned tonight after passing the new capital punishment law and passing thr.e bills vetoed by Governor Rogers, subieuOii; to he adjournment of the regilar session last winter.
