If the business men of Portland don't soon learn something, the fault will not be that they are not receiving an abundance of good instruction. The Telegram's Interview with President Hammond, immediately following the Oregonian's Interview with President Mellen, was a stiff blow to Portland'9 phenomenal self-conceit and long standing we-are-the-earth belief. There must have been an unusual amount of laxity in the editorial rooms of the Telegram, day before yesterday, or the statement that the Oriental liner Eva was five days coming down the river, a news item which had previously been carefully excluded from the Portland papers, would never have gained admis' slon to its columns. The words of President Hammond are right In line with the Astorlan's previous utterances on the same subject "The question is not the cost of transportation between Portland and Astoria," but "whether the common rates now being made to Portland and Puget Sound should be extended to the mouth of the Columbia river, the seaport of Oregon." Thus speaks President Hammond. The Ore gonian has never been able to pro duce one unselfish reason why these rates should not be granted, while the granting of them has been over and over clearly demonstrated to be the on ly thing which will build up the ocean commerce of the state. Everything now points to a speedy granting of these rates. The misguided press of Portland will then have an opportunity to ascertain, from observation, the ex tent of its errors. WHO IS QUIBBLING ON ISSUES? San Francisco Chronicle. In the course of a speech made at Rome, N. T., a day or two blnce, Mr. Bryan used the following words: "Read the platform of our party, com pare It with the platform of the Re publican party, and you find the differ ence is that the Democratic position is stated with a clearness that admits of no ambiguity, while the Republican party states its position In glimmering generalities." That, coming from Mr. Eryan, is worth looking into a little, but when we do so we are confused by the fact that the Democratic press and the Dem- BABY PULL-BACKS It is strange that babies get on so well as they do; there are so many pull-backs! Mr. Bryan either will not or cannot do any of the mors Im portant things which the Karens City platform pledges him to do, and the most powerful argument which they address to thooe whom they think con stitute" the wavering vote are assur ances that Bryan will not be permitted to carry out the pledges of himself and his platform. And whn we try to get something explicit from Mr. Bryan him self we get nothing but evasions or promises of thlr.gs ridiculous or ruinous. So It seems that the Democratic plat firm counts for little or nothing In this campaign, but It will be useful to corn rare Its declarations with those of the Republican platform, which no one de nies expresses the Intentions of the Re publican party and its candidal?. On the Philippines the Democrats are certainly explicit. They propose, to give them first, a stable government: nc ond. Independence; th'rd. "protection from outside interferen.-e such as ras bon given for nearly a century to the republics of Central and South Ameri ca." The Republicans, on the other hind, agree with the Democrats that the first thing Is to give the Filipinos "a stable government" which will cer tainly require all the ensuing four years whoever under'.ak it and afterward ' the largest measure of self-governmi nt consistent with th.'Ir w:fare aid ur duties." The Republican party tm phatically does not promise to give ihem "Independence" whether they are fitted for It or not. and especially does not make the prep wurous f ledge to extend the Monroe doctrine to Asia and jromise to take up al th- (juarrcls which a seml-barbtrous people may le- coine engaged In with outsiders. We cbject to that proffrainm? as Imperial istic to the highest de?ree and involv ing the maint-ninc! of an army and navy utterly beyond the requirements of this country an 1 costing mi re than the entire archipelago !s worth to us or to anybody else. On the subject of trusts the Republi can platform reads as follows: "We condemn all conspiracies und combinations intended to restrict bus iness, to create monopolies, to limit in duction or to control prices, and favor such legislation as will effectually re strain and preven: all such abuses, pro tect and promote competition and se cure the rights of producers, laborers tad all w ho are engaged in Industry and commerce." In this the word "trusts" is not used, but there are specific definitions of the evils to be attacked, and the whole Fed eral powtr-which on this matur is exceedingly limited is pledged to be employed for their suppression. What the party desires is a constitutional amendment giving the Federal govern ment the necessary pow er to deal effec tively with state corporations, but this the Democrats voted down. The Dem ocratic platform does not define "trusts" at all, but denounces them roundly and proposes thf following remedies, the entire paragraph being too lcng to be quoted In this piace: "To require 'ail corporations to khow before doing business outside of the state .-f their origin that they have no water in their stock and that they have not attempted and are not attempting to monopolize any business or the produc tion of any article of merchandise;' by implication to forbid the u?e of the mails to such corporations, and in- terdlct them to engage in Interstate and many other things bring on commerce, and to rnf h ..iBri8h'" disease. The first of these "remedies" i8 im. possible of execution, and if it were en forced would have no effect whatever on the price of commodities. The sec ond and third are silly because nothing Is easier than for corporations to evade them; the fourth would simply transfer business to foreign trusts and be more ruinous to the competitors of trusts than to the trusts themselves. On the subje:t of moniy the Repub lican platform reads as follows: "We rerurw cur allegiance to the prin ciple of the gold standard, and declare our confidence In the wisdom of the legislation of the Fifty-sixth congress by which the rarity of all of our mon ?y and the stability of our currency on a gold basis have bec-n secured." And the Democrat ic platform de mands: "The immediate restoration of the free and unlimited coinage of silver at the present ratio of 16 to 1 without waiting for the aid or consent of any other nation." It would seem that there was no am biguity about either of these paragraphs and there certainly Is no pretense on the part of anybody that the Republi can declaration is not perfectly plain, but as to the Demjcratlc deliverance nine-tenths of the Bryanite crators de clare that It means nothing whatever. nd when we ask Bryan himself what It means he Is as dumb as an oyster. Thse contrasts might be continued indefinitely. The Republicans, for ex ample, devlao their renewed "faith In the rollcy of protection to American labor." Unfortunately we cannot for the reason that the great majority of the Bryanites repudiate Urge portions of their platform, and the w hole object of the Republican campaign Is to pur sue the different faction Into their re spective holes, extort from them it.
