A line of ten-tliousand-ton vessels for the transpjr- tntlon of American coal to Mediter ranean torts win come In the near future and will not be the r.nly line taking our coal to the old world In enormous quantities. The discovery of a cure for yellow fever will add materially to the wealth and commercial Importance of tropical America. This much-dreaded scourge haa so hampered the Intercourse of the West Indies with the United State as to prevent American capitalists from becoming interested in the proper de velopment of the islands and their Im mense possibilities as tropical gardens for the supply of much that we can not produce. The American govern ment has done much in Cuba towards checking this disease and, with a re liable cure at hand for use where the disease cannot be altogether prevented, the greatest drawback which the Isl ands now suffer will be overcome. AN ELUSIVE GOVERNMENT. Chicago Times-Herald. Among the western powers the Chi nese puxxle Is greatly complicated by the question. "-Whom shall we treat with?" In theory the Chinese govern ment consists of the emperor. In fact the emperor has never had 'any real authority except for a very brief per iod. His reign began when he was 3 years old by order of the empress dowager, Tse An. There was at the time consid erable dissatisfaction over the choice In the royal family because of a dis pute aa to the right of succession. Kwang Su was not himself th son of an emperor, but the nephew of one and the cousin of another, and Ills father was the seventh in the list of imperial brothers. Prince Tuan's fath er, another of the brothers, was old.jr. and It was charged that the emprc-ss had preferred Kwang Su because he was her sister's son. At any rate there is no doubt that he owed his posit! in to her mandate. All through his minority she direct-' ed the government, and although fie came of age In 1SS9 It was not until some time later that he attempted Ms 1 series of reforms, Then, after a short season of authority, he was summarily j suppressed and a decree was issued In hl nuitu railing .h- .lno-rn. to power again. In this document the young man was forced to say that he wag Incapable and to beg for the old lady's aid, and the humiliation was repeated labrr v hen he was compelled to appoint FHnoe Tuan's son as his successor. The decree by which thW appointment was made Is so curious os to merit quotation. It reads: "While yet in our infancy we were by grace of the Emperor Tung Che cho.'en to succeed him In the heavy re sponibllitiPg of the head of the whole empire, and when his majesty died we sought day and night to be deserving of such kindness by energy and faith fulness in our duties. We were also In debted to the empress dowager, who taught and cherjehed us assiduously, and to her we owe our safety to the nrtsent day. Now, be it known that when we were selected to Urt throne It was then agreed that If ever we should have a son that son should be proclaimed heir to the throne. But ev er since last year (1S98, the year of de pesltion) we have been constantly 111, and It was for that reason that In the eighth month of that year the empress dowagvr graciously took over the reins of government In order to Instruct us In our duties. A year haa now passed, and still v find ourselves an Invalid; but ever keeping In our mind that we do not belong to the direct line of sue orslon. and that for the safety of the empire of our ancestors, a legal heir should be selected to the throne, we again prayed the empress dowager to choose carefully from ainong the mem bers of the lnerlal clan such a one; ar.d t)Us she has done In the person of Pu Chun, eon of Tsal Yl. Prince Tuan. We hereby command accordingly that Pu Chun, be made heir of the late Emperor Tung Che." The concluding sentence reads like an abdication, but the protests from the . country were so vigorous that the dow ager did not carry her scheme that far. It la evident, however, that her power is so absolute and that the em peror Is such a puppet that It will be Impossible to get at him except by force. There was never a more elusive, baf illng problem. The empress, Prince Tuan and their associates are known to be the real leaders of the Boxers, and, of course, no foreign government wants any dealings with them. But In their diplomatic negotiations they hide them selves behind the name of the emperor, who is the constitutional head of the state aud whom they use as they please, having full power and no responsibility.
