The fragility of the Franco-Russian alliance is clearly shown in the likeli hood of its going to smash at the mere proposal of Russia to float a Joan in Paris. Negro Bishop 'Walters talks sensibly when he says that he does not see how the negro can consistently help the Democratic party into power. It Is one of the amazing features of the pres ent political situation that members of the race which the Democratic party has sought every opportunity to Insult and degrade can be found giving that party their support The tales of the looting of Tien Tsln by European and American soldiers read like mediaeval history. The Eng lish officers, who were sent there to protect life and property, and, inci dentally, to shew the Chinese how to carry on civilized warfare, "rode with their horses concealed under dry-goods boxes" filled with plunder from native shops. San Francis:o Chronicle. Lord Wolseley has probably stirred up a hornets' nest through his severe criticism of the British militia in Lis aldress to an army corps of 30,000 of them which he reviewed last week at Aldershot A London correspondent sums up the harangue as a declaratioc in brief that this army of militiamen is unfit for service. The British commander-in-chief charged them with be ing irefflcient In training, "the most wretched objects Imaginable, under sized, narrow-chested, flabby In muscle and Quick only in that form of Intel- It is Incontrovertible ! Ths Editor of the " Christian Million," under the heading of General Notes, on August so, 1896, wrote 1 " A good article will stand upon its own merits, and we may rely upon it that nothing will continue long; which doe not, in a mora or less decree, harmonize with the state menu which are published concerning it." Hr. They were stlgmatueeJ and reviled, as "counter Jumpers," Men of their physique and habits of life were considered Incapable of enduring the hardships and privations of war on an equ.l footing with th.tse who had been raised in the country who were accustomed, to hard labor and In possession of robust bodies and strong constitutions. But It was the despised "counter Jumper" who evinced the greatest capacity for hard service and who suffered least from the privations of campaigning. The Irregular habits of city life seemed to have fitted him for service In the field. He adapted himself mors readily and with less suf fering to the duties of army life than the recruit from the country districts, whose dally routltu has been strictly regular rising with the sun and retir ing with Its setting. There were pro portionately many more wrecks among the latter than there were among the former. Something similar was noticeable In the volunteers who served in the late war with Spain and In the subsequent camralcn In the Philippines. The puny stripling who left a city clerkship to take up arms made equally as good, if not a better, soldier than the man who hailed from the country. Once the "counter Jumper's" muscles be came set. he proved himself fit for any thing. Exercise hardened his muscles. gave his lungs a chance to dilate and his narrow chest disappeared. The ma jority of those who returned from the war came home as fine specimens of physical and soldierly perfection. Perhaps Wolseley's standard of sol dierly perfection is that which the con tinental armies have developed through a system which England has scrupu lously avoided. His criticism may have been prompted also by the treatment which the war office has accorded him since hostilities In South Africa began. He has been practically Ignored from the start and is probably crusty over it No doubt that the Boer war has drained the country of the flower of its youth, as the pick of its yeomanry have been sent to the front. But there Is Just as good material for field ser vice In the despised narrow-chested and flabby-muscled youth from the cities, after he has passed through the hardening process, as there Is in the tanned and brawny son of the sod from the rural districts.
