Maybe It was only "the Irony of fate fcgaln. which has so much to ans.ver for, certainly it was worth notice, that on the very day the three hundred an tl-tmperlalists, were electing the vener able Boutwell to lead them at Indian apolis, Chaffee's guns were at the gates of Pekin and the Stars and Stripes brought relief and safety to our be leaguered and Imprisoned legation. It is difficult to see Just now. In the Joy and gratitude in which the whole civil ised world shares, that at last the long agony Is over, the reign of terror end ed, famine, death and worse averted, just how this latest and greatest cru sade of courage and chivalry which the world has ever seen will be distort ed to the prejudice of the administra tion and a reason for the election of Mr. Bryan, but undoubtedly it will be. or at least the attempt will be made. The prediction is at any rate less re pugnant to sound sense and good Judgment than a very large share of the alleged arguments and objections which are urged by Mr. Bryan and his friends to sustain their spectres of imperialism and militarism and all the other evils that Inflamed imaginations are fceir to In the Philippines. There fore, taking time by the forelock, it may be worth while to record that in China today, as in the Philippines from the beginning to the present, the arms and authority of the United States are on the side of law and or der, of the maintenance of peace, the development of commerce and trade, of the welfare and safety of all peace ful and law-abiding citizens, and of the exercise of all the prerogatives we know under the general name of lib erty. But in China the present function of the United States Is much broader and more complex than In the Phil ippines. No one can have failed to see how clearly and unmistakably from day to day the definite, masterly pol icy of the administration, whether it was McKInlcy, Hay or Root, and the perfect, practical harmony of the three In Idea and In action Is noteworthy, dominated and enlightened the situa tion. B"twcen the rival allies on the one hand and the disorganized, para lyzed Chinese forces on the other, the great Republic of the United States has stood, with clear purpose and log ical policy, a warning to the strong and an Inspiration to the weak, and a force which compels the attention and respect of the world. Without the calm, sane policy of the United States as a deterrent, the partition of China would have begun ere this, not at Pe Uin, but In the council chambers of the European capitals, and the train of inevitable and Irremediable conse quences would have already been laid.
