The Astoria Evening Budget again informs an expectant world that It 'al ways alms to publish the news twelve hours ahead of Its contemporaries." How well it succeeds in its ambitious aim is proven by an examination of yes terday's issue. The longest dispatch published therein, which is but little shorter then all the rest of its yester day's dispatches combined, was cop led verbatim et literatim from yes terday's Astorlan. II i'.f the short dispatches which the Budget printed were also published yesterday morning. and the correct date. Aug. 14, was changed to Aug. 15, that they might appear as fresh news, In accordance with the Budget's usual honorable (?) policy in this particular, to which we have formerly called notice. These are facts the accura;y of which may be easily proven by a few moments of Investigation. MOST FAVORED NATION CLAUSE. A correspondent thinks that If ail tariffs were removed from commerce between the mainland and the Philip pines all nations with which we have treaties containing the "most favored nation clause" would also be entitled to fre entry for their goods. Our cor respondent appear to be thinking of ' the Philippines as a foreign country, a conception which the "Chronicle" does not concede to be accurate. We re gard the Philippine archipelago as part of the United States and trade between the islands and the mainland as inter nal commerce in no way affected by treaty stipulations. If the Philippines were a foreign nation the situation. If duties were removed, would be similar to that between Hawaii and the United States before annexation and under the reciprocity treaty. No nation while that treaty was in fores claimed the right to have Its goods enter (his coun try free of duty by right of the favored nation clause. This clause Is substan tially the same 'n all general treaties which we have made with foreign gov ernments. The clause in the treaty with Russia reads as follows: If either party shall, hereafter, grant to any other nation any particu lar favor in navigation or commerce, It shall, immediately, become common to the other party, freely, where It is freely granted to such other nation, or on yielding the came compensation where the grant is conditional. Furthernore. Tree trade between America an J e Philippines and be tween Spain and the Philippines wou'd tr.ean free trad; between Spain and Anurira and. consequently, between the whole world and America, with the Philippines as a port of transshipment. Is no necessity for free trade between America an! the Philippines, in fact, th? interests of American labor demand that the products of the cheap labor of the far East should be ex cluded by hich protective barriers. We have proven In the rase of Porto Rico that such a tariff can b? constitutional ly Imposed, and th? demand for such restrictions upon the Importation of As iatic products is far more Imperative than It ever could be on the Imports from Port J Rico. The "most favored nation clause" Is not a dead letter, as The Chronicle would have us belive, and If we try a closed door program in the Phlllpplnee we will soon learn that It Is a very live corpse. PORTLAND AS A WHEAT MARKET. Tacoma Ledger. Presiden Mellen has written a letter to the Oretronlan In which he tells the people of Portland some very plain truths, if they will but comprehend them. The relations heretofore subsisting be tween the Northern Pacific and the O. R. & N. have been dissolved for the reason that the Northern Pacific has Its own line from Eastern Washington to Portland and its freight business la still far less than the capacity of the road. It has heretofore allowed the O. R. 4 N. $1.75 per ton on wheat delivered to it at Wallula to haul to Portland. The O. R. & N. has charged IL50 per ton for hauling from Portland to Al blna all wheat brought over Its own lines. There was left to It then only 15 cents per ton for the long haul from Wallula to Portland. This arrangement the Northern Pa cific will endure no longer. It has not cancelled its wheat rate to Portland and wll not do so, but it will no longer pay this extortionate charge for haul ing Its own rars across the river at Portland to Its wheat elevator. It will deliver wheat at its own terminals in Portland at th same rate charged to Taccma, but It will do no more. It wlil not pay $1.50 pr ton more for de livering it there than at its own ware houses In Tacoma, 143 miles nearer the point where the business originates. "It has a large concentration of termi nal property at Tacoma much larger than at any oth-r point," says Mr. Mel len. "and economy Is always the result of concentration of property and business, If the business !s efficiently handltd." "The Nor.hern Pacific," he also says, "was not'built as a feeder to any other railroad but to do Its own business at Its own terminals In Its own way," and a rurtner showing the absurdity of suomium? longer to what It has so long endured at Portland he points out that It can now deliver wheat at As toria cheaper than at Portland. Commenting on this the Oregonlan reachi.s this curious conclusion, which it explains with ll the emphasis of very black type: "Want Oregon nerds is people; peo ple tilllnif lis valley?, shearing its sheep and fattening cattle on its hills, digging coal, iron and gold out of Its mountains and making lumber out of Its forests, shoes out of its hides, clothing out of Its wool." Wa may admit that the Oregonlan Is right for once. The agricultural re sources of Oregon are very great. It has much to hope from their develop ment. It has little to hope for from commerce, because nature has placed obstacles In the way of It that are al most tnsui m'untable. The . railroads cannot overcome these, and will not much longer try to do so.
