Availing himself of the Oregonlan's offer to print his explanation of the withdrawal from the agreement for ex change of wheat traffic with the O. R. & X. at Wallula Junction, President Charles S. Mellen. of the Northern Pa cific railway, published the follow ing statement In yesterday's edition of that paper: In reference to the change of tariffs between the Northern Pacific and the O. R. & N., which has been the oc casion for so much newspaper com ment. I have only to say: That It Is a matter with which the public is not concerned, being purely a controversy between railroads regard ing the proportions they shall receive from each other upon Joint business. The Northern Pacific has Its own route Into Portland; It does a large business to and from the city, but not large enough to furnish Its freight trains with their maximum load. Under these circumstances the addition of sufficient tonnage to make the maxi mum load, at a very low rate, will leave a small margin of profit, and It has not seemed wise to our manage ment at a time when our revenues, through poor crop conditions in the East are to be reduced, to turn away anything to a connecting iine. espec ially a competitor, that will leave any margin whatever of profit. The O. R. & N. has exacted from the Northern Pacific for the haul from Wallula to Portland tl.75 per ton on wheat: when the business has been tak en to Portland by our own line. It has exacted $1.30 per ton for the switching charge between Portland and Alblna. With all the active competition that exists between the Great Northern and the Northern Pacific, there is no com petitive point wherein either charges the othr for service similar to that be tween Portland and Alblna, more than $3 per car, and at Duluth, where the terminals of both companies are very expensive and the Investment is vastly In excess of that at Albina, this rate prevails, and a very large business is dene. The Northern Pacific has not can celed its whf-at tariffs to Portland; is rot proposing to; and will haul freely from all stations upon its line to this city at the same rates it charges to the Sound cities, so long as business offere: but ft will not deliver (paying these excessive switching charges) busi ness at Alblna. It does not reach that point with Its own rails, and the charges for switching are prohibitory, as any j one who notes them as stated above will appreciate. The Northern Pacific does not dis criminate In favor of any port of ex port; Its rates are the same to Port land as to Tacoma, although its haul Is very much longer, and Its rates to Seattle are the same as to Tacoma. The Northern Pa:lflc has a large con centration of terminal property at Ta ccma much larger than at any other point and economy is always the re sult of concentration of property and business, if the business is efficiently handled. But it wholly disregards these economies in the making of its lates, ard exercises no influence whatever over the destination of its business, leaving that wholly In the hands of Its patrnns, except when that business seeks to leave Its own line for that of another reaching the same points, and it does discriminate then, as all other companies do, and as It Is its right and duty to do The Northern Pacific was not built as a feeder to any other railroad, but to do Its own business, at its own ter minals in its own way; and so long as Its rates are uniform, and it dos not discriminate, It does not concern the public by what route it handles its business between terminals. To show the absurdity of the pres ent conditions prevailing at Portland, I would state that it Is cheaper today for the Northern Pacific to send its wheat business to Astoria than to send It to PortlanJ. The ratr offered by the Astoria A Columbia River railroad foiW handling our business from Qob to Astoria aw very much lower than those offered by the O. R. & N. for switching from Portland to Alblna, with many conditions favoring Astoria as a port of export. The Northern Pacific would be glad to avail Itself of the service of the Astoria & Columbia River railrv-ad for this reason, but has hesitated so to do, fearing this course would be ml understod by the merchants of Port land, and it is glad that this contro versy has been mad public, that the people of Portland may understand the situation. There has been an apparent effort on the part of rartles Interested In the O. R. & N. to misstate and misrepre sent the cancellation of these wheat tariffs by trying to ally the community In a clamor against us, that It may Inure to the benefit of the O. R. & X.. while the action taken really does not affect the Interests of the people In the least. Lcng ago the Northern Pacific would have made Astoria common with Port land In all its territory, but for' the fear this misrepresentation. which has now been attempted on the part of the O. R. A N., of discrimination on the part of our company toward Portland, might operate to our disadvantage In connection with the routing of compe titive business, and It Is not at all un likely that such may yet be the re sult. The true policy of any railroad com pany is to offer the widest market to its patrons; it Is not the policy. In my Judgment, to discriminate In favor of any port of export. Let all of them stand on an duality of rates, and the natural conditions of each place will determine the proportion of business which each shall secure. Portland is so well establish ?d. It ought not to fear the rivalry of a city like Astoria. With Its tremendous fa cilities for caring for business, which Astoria has yet to supply. It has little to fear for many years to ?ome from competition. I do not brieve the mak ing of Astoria a common point would seriously afTe:t for many year to come the trade of Portland, and it cer tainly would rem'.'e a discrimination at Astoria whi-h would promote good feeling and stop a great deal of the contention between the two places. From the removal of this discrimina tion and the development of that place, Portland would receive, I believe, ben efit, as well as all the rest of the state. It Is a poor policy to restrict the growth of any place. Port 'and must always be the commercial center of the state of Orogou, and whatever the other cities increase In wealth and population will surely Induce a larger tribute to this city. The Northern Pacific ha, tried for years to secure the right to run its own trains into Portland over the track of the O. R. & N. It Is still anxious to make such an arrangement, and la willing to pay a rental commensurate with the value of the privilege confer red. It is through no lack of effort on Its part that the negotiations so long protracted have reached no satisfactory conclusion. But In every way it ha been forced off by the older road, and prevented from doing business here on any satisfactory basis, except where It had lt3 own facilities free from any In terference or control. Is It not better that the facilities al ready here should be utilized to their fullest extent, as the Northern Pacific Is glad to use them if a reasonable charge be made, ra-.her than that busi ness should be driven to other porta, or be confronted with the necessity for. duplicating an expenditure here that In our judgment is unnecessary and un wise? If the public will only appreciate at Us true significance the action of the Northern Pacific in connection with the wheat tariffs as in no way depriving any patron of Its lines from sending his business to Portland as freely as ever before, and that the onty effect lias been to deprive the 0. R. & N. of the exorbitant, unreasonable and unpre cedented charge for a switching ser vicegreater than many roads make for a 150-mile haul for handling busi ness between Portland and Alblna, I believe they will goon lose Interest In what is purely a railroad controversy, in which they have only become In terested up to the present time through gross misstatement of facts. President Mellen makes a very broad Intimation in the above statement. He does not say that his company pro poses to extend common point rates to Astoria, tut the fair Inference of his language is that such Is his purpose. It Is hard to see how he can go back on this plain suggestion with honor to himself or the company he repre-i sents. The Astorian will take him at his word. If the Northern Pacific rec ognizes the mouth of the Columbia river as a common point, every other trans-continental system will have to do so. This will be the culmination of Astoria's hopes for years, and will do more for the development and best interests of Oregon than any event that has occurred in the state's history, ex cept her original admission as one of the states of the Union.'
