The unusual apathy over parti--an politics at a time so near a presi dential election, can only be account ed for by the intense interest now felt In every American home over the hor rors being perpetrated upon our own people now resident In China. Unless the Chinese putxle is solved speedily, and peace, or an approximation to wards it, is soon restored, the almost universal Indifference on political ques tions is likely to result in a falling off from the Ggures of 1S96, of the votes cant for the nominees of each party. What effect, if any, this will have on the chances of each party for success is an interesting problem. , Since our Democratic friends claim to be the only true Americans and the rightful guardians of American liberty, we may expect that a considerable number of their voters will be on the field of action in China, supporting the endangered Americans in their right to "life, liberty and the pursuit of hap piness." Seriously, however, It Is an Interesting questlou whether the absence of "3,000 voters from American soil will have any effect upon the result of the No vember election. So far as our obsr vations have gone we do not believe that the members of one party more than of another have enlisted for ser vice either in the Philippines or in China. We may argue and wrangle over theoretical questions but, when it is ccme to the maintenance of our national honor, we are all Americans. It may be that our brave boys who are defending the Stars and Stripes In the Far East may be afforded an op portunity to express their preferences In their camps, as was done during the civil war. .Should the administration make ser ious blunders In the conduct of the present campaign In China and the di plomatic negotiations which must arise from It, which we do not at-all anti cipate, there would be a serious de fection from the Republican ranks; otherwise the same proportion of the total number of votes which was cast for McKlnley In 1236 will doubtless be his in 1900. One of the arguments most Indus triously employed by the enemies of protection Is that which Is bused up on the contenilon that the policy of j-reserving the home market for the benefit of the home producer has In flicted Injury" upon the people us a whole through the large Increase In the cost of living which has Invariably prevailed during protective tariff per iods. If It were not tor this line of argument the American free-trade would be hard put to It for anything to urge spainst the economic system which has brought to the country much prosperity. Increase of prlc?: of the necessaries of life has been and is his ' main reliance. As a matter of fact there Is no more soundness in this than In any of the other claims made by free-traders against the pro tcctlve policy. The New Tork Tribune has been at some pains to look up the facts re garding prices at different periods un der Democratic and Republican tariffs. It find9 that, with the single exoep tion of lumber, whose price has been advanced because of the rapid exhaus tion of the sources of supply, the range of prices of staple articles of use 'was on June 13, 1900, almost identical ly the same as on July 1, 1S90, tw years before the McKlnley tariff wa enacted. Food products, clothing, met als and miscellaneous commodities show an average value In 1900 slightly lower than In 1S90, in spite of the fac that since 1S90 two effectively pro Compared with 1S60, a year of Demo cratic free-trade, the ratio of prices shows a very radical decrease. On rood products the ratio for 1300, as compared with prices in 1S60, is 73.67 on clothing, 76.44; on metals; 57.73; and on miscellaneous articles 59.S5. The only article of use that Is dearer in 1900 than in 1S90 or in 1S60 Is lumber, and this Increase In price has been w holly due to increased demand and di rrdnlshed supply. The value of this showing is obvious It clinches the great fact that under adequate protection the cost of living has steadily decreased, while the rate of wages has steadily Increased.
