Salmon packers have adjusted their methods and appliances -for taking the llsh to' these conditions; why should not the laws Intended for the increase and preservation of the industry also take them into account? The .Columbia river is not like a stick of timber which ran be turned end for end; it must be dealt with as it lies. The cascades and upper reaches of the river are where the fish go to si awn; it is th?re the supply must be replenished, if nt all. Mr. El more's suggestion was to let this spawn ing ground alone and conllne limiting operations (o that portion of the river where they may do the least harm. The huntsman who goes into the open field to shoot full-fledged 'luall extermi nates his game in a very different and less pernicious way than he who ruth lessly Invades the hedges to break up the nests and destroy the em bryo offspring of the breeding Mrds. The Columbia river fishwheel has been pronounced by every author ity the wickedest and most detriment al contrivance for taking fish ever In vented by man. It catches not only the breeding salmon, but the young) fish as well. What use to es tablish hatcheries, when no . eggs can be obtainei? Nine hundred mil lion eggB could have be taken from the fish destroyed by wheels last year. Located at points in the strong currents, which the breeding salmon cannot avoid, and provided with ' false channels artfully laid to deceive the instinct of the spawn-laden fish, not one in thousands can escape the cease lessly revolving and insatiate maw of this devilish snare. Let the men who own these exterminating devices come to the lower river If they will. It Is no argument in their favor to say that their apparatus is not suited to the slew currents prevailing here, but rath er an argument against the injustice of thtlr use anywhere. If wheels are not adapted to lower river conditions, let these upper river fishermen take their chances with the same appliances used by their fellows below. IS CRIME OX THE INCREASE. Chicago Times-Herald. All sound-minded people who occa sionally feel the obligation to rise aboe their own personal interests to consid er the problems that affect the general welfare are Interested In knowing whether the world is growing better or worse. Is morality on the Increase? Are the principles that underlie the general scheme of Christian ethics be coming more widely exemplified in the business and family relations of .lien? A favorite way of answering these questions Is to compile statistics of criminology from prison reports. Sta tistical evidence of crime in the Unit ed States, taken from reports of gov ernment censuses, has been collated as follows: frtsoner Per 100.000 Census. Prisoners. Population. 1S50 S.T3T 2S I860 19.0i 61 is;o 3901 Si 1SS0 ...3 09 UT 1JS0 Y.9 . 122 If we were to accept this as a rellabli measure of the quantity of crime, we would be forced to concede that crime is on the increase in the United States. That these Igures are not trustworthy as a measure of the crlmiucl tendencies of the people it ahown by Rolanl P. Falkner In the July Forum. Mr. Falk ner demonstrates In the first place that there was no approach to accuracy in gathering prison statistics until 1SS0, and hence no value can attach to the comparisons made in the above tables. Massachusetts. Michigan. Ohio snd Pennsylvania are the only states fur nishing approximately accurate records of the commitments to prison. In Massachusetts the statistics show that penitentiary offenses gained on the population up to 1SS9 and have since failed to keep pace with it; that in Pennsylvania, the progress of popula tion and crime has been uniform, while in Michigan offenses have outstripped the population in growth. But suppose the statistics were accu rate, would they necessarily indicate a weakening of the moral character of the people? Does a larger prison popu lation In each state show beyond ques tion an Increased criminal propensity In the community? As a matter of fact the attempt to measure criminal tendencies by prison statistics is futile. If we applied this rule to some of the mining communi ties in the early days of the far West, where many crimes went unpunished, it would have revealed a condition of advanced morality and respect for law and order that would have shamed the New England cities. A heavy increase In the number of penitentiary inmates in a state does not necessarily mean a deterioration in the moral tone of the people. On the con trary, it may prove the opposite. For it must be remembered that as civil! zation advances the new statutory defi nitions of crime necessarily increase the number of punishable offenses, and this has a decided effect upon prison population. It was only a few years ago that Massachusetts adopted more rigorous measures for the pun ishment of drunkenness. In that state drunkards are committed to penal es tablishments, the same as all others who commit crimes against society. In 18&5 the punishment for drunkenness was doubled. As a result the commit ments were fewer, but a year after ward the statistics for any one month showed a larger number of Inmates In the penal establishments than for the corresponding month of the previous year. , Would It be safe to conclude from this that drunkenness is Increasing fas ter than the population in Massachu setts? On the contrary, the statistics show an awakening of a popular ab horrence of drunkenness and a great er determination to punish offenders of this class. The word "crime," moreover, d"-s not mean the same thing to the mor alist and the statistician. The iat'er includes all classes of punishable of fenses. There Is no doubt a slight in crease in all offenses punished by law, because a quickened public conscience demands a stricter enforcement of law.
