America, like all other civilised na tions, is burdened with a considerable number of Irresponsible hoodlums who take delight In creating disturbances and making trouble for municipal and national officials. It is exceedingly unfortunate that the scum element of Illinois and other cen tral states should be repeating, even though only on a small scale, the Box er outrages in China, and thereby cre ating a possible basis for disagreeable complications when the time arrives for settlement with the Celestial Empire. The Chinese who are In America are all from Hong Kong and Canton, where there has been as yet no sympathy manifested for the Boxers, and are In no manner responsible for the outrages which may be perpetrated by the Man chu barbarians of the north. Even If they were unfriendly, failure to af ford them every protection given any peaceable foreigner on our soil would only reduce our own country to tht level of turbulent China In the eyes of the civilised world. It Is true that outrages have been perpetrated against the Chinese In Berlin also, but the arbitrary military rule which dominates the German cap ital will not permit the continuation of riotous conduct on the part of the nibble, which our own popular govern ment is more timid about quelling. These men have been called names equally opprobrious to that of "foreign 3evll," but they have not been lynched, only given warning to leave at,d hustled off If they were not prompt in their exit. But because of these In cidents It is not possible to lay at their door responsibility for the lynchlngs and riots that have occurred In this country. Those who are acquainted with Chl- nese history and customs know that riot, Insurrection and rebellion have formed an Important part of that his tory for .centuries. There were trou bles of this nature centuries before Jesas taught the brotherhood of man, China has always had political tur moils like those she Is having how, and the attempt to introduce the Christian .-elision, while It may hav added fuel to the flame, did not mart the fires which have been either burn ing or smoldering for centuries. It was not until modern times, sines the days of the reformation of th Wesleys and Whitfield, that any actlv work was begun In China, yet there were Insurrections, battles, murder and sudden death in the various provinces for centuries before that As much or more opposition has been made to the introduction of the meth oda and materials of modern clvllisa tion as to the Introduction of the Chris tian religion. They have mobbed engl neers and workmen who attempted to build railways In the empire, and have torn up railway tracks already built. They have offered equal opposition to the building of telegraph lines, and to the use of modern machinery In their mines and fields. China Is poorly governed, needing a strong central authority. There Is cor ruption and incapacity in official cir cles, and almost independent govern ment In the different provinces mak uprisings and riots easy to Incite and hard to control or quell. Another cause for the Chinese ha tred of "foreign devils" during the past few years has been the territorial aggrandizement of European powers. taking territory and ports upon the slightest excuse. The literati, the rul Ing classes, are opposed to the reform element that desires to develop the re sources of the country and to open It to civilization and coimmeroe. The lit erati and the Boxers are opposed to modern civilization, to everything for eign, and have in the present jnstance been powerful enough to secure con trol of the government and a large part of the army. If the missionaries had not been in China, rebellion and political upheav als, riots and anarchy would have continued. The only particular differ ence would have been that the victims would have been entirely Mongolians Instead of so many Christian men and women falling victims to the murderous Instincts of the mobs. The culmination of these centuries of murder, riot and rebellion in the mur der of thousands of Europeans and Americans marks the beginning of ths end of the old China. The Chinese puzzle will be solved before the pres ent troubles are permanently settled. China must be mended or ended as an empire that stands in the way of civil ization. It is a question between civil izatjon and barbarism not between the doctrines of Jesus and those of Con fuciusand the civilized world, awak- Since the 4th cf March, 1897, congress has authorized the construction of for- aggregate displacement of 52,681 tons. This is an unexampled record, and it could only have been accomplished by a Republican administration. Although about 420,009 tons of mer chant vessels were built in the United States during the year which ended on June 30, 1900, the commissioner of nav igation says there will be no Increase In our tonnage In the foreign trade, while the proportion of our foreign trade carried In American vessels will be less than during any previous year in our national history. The Increase in the foreign trade of the United States during the fiscal year Just closed, as compared with the previous year, will probably aggregate over three hundred millions of dollars by far the greatest In our history aiid yet the proportion of our trade carried In American vessels was the lowest of any previous year. Under the operation of the Wilson free trade tariff for revenue only, there was a deficit of $108,000,000 In thirty-five months.
