In a halt joking ort of way. that our government raise one or more Filipino regiment for ser vice in China, The Filipinos have pro ven to be good fighters when properly drilled and equipped, and. with their na tural hostility and contempt for the Chinese, would doubtless render willing and efficient military service. Th Spanish always had several native regiments, and we have already organlied a native police force. There are enough Filipinos well disposed towards the Americans, and well trained by actual warfare, to make up a strong military force which could be rut j ulckly into the Held of hostilities In China Several good things would be accom plished by such an undertaking. Much-needed assistance could be quickly, easily and cheaply rendered the Americans who are now confronted with a fearful death from the Boxers. The necessity of sending more of our brave boys from here would be obvi ated, at least to a considerable extent The restless Filipinos would have a new field for their military ambitions. Large numbers of the best fighters, particularly the officers, would be with drawn from the forces of the now. dying rebellion, and its immediate and total collapse would be inevitable. There Is probably nothing which would so quickly and. fully reconcile the na tive leaders to American sovereignty over the Philippines as their employ ment at full pay In active service In our army. It Is the custom of the Englfsh gov ernment to play off one class -of Asiat ics against another In their frequent vara, and it is a custom which could be most advantageously adopted by our own government In connection with its Eastern expansion. The idea deserves to and will doubt less receive full and early considera tion by our war department. CALCULATING THE CHANCES.. San Francisco Call. Consequently there Is more or less un certainly as to what the results of the chamjes v-iu be, and political experts are beginning t, speculate icnccrnlng them. Four years ago M'Klnley received 7,lo4." and Ilryan 6,W2,?:5 of the pop ular vote, and of the electoral college Mi Ktnloy received 271 voles HHlnst ITS for Bryan. In that election McKin ley cutrird Maryland, West Virginia end nil of Kentucky's electoral votes except one. It la claim that he cannot car ry those states this year, and there are some seemingly sanguine democrats vho declare he will lose New York also. There are 447 vote in the electoral college, and it will require 224 votes to elect. The Chicago Times-Herald fig ure that Bryan will have this year the lTj votes he received In lSiMS, and In ad dition thereto may carry New York, with thirty-six votes, Kentucky, with twelve In addition to the one given for him before, and Maryland with eight. This would give Bryan 23S votes and elect hlio. In fact, he would not need the Maryland vote if he carried the other two. Sanguine republican experts estimate that Bryan will not only gain nothing this year but will lose many of the votes he received four years ago. In an estimate published some weeks ago General Gmevenor conceded Bryan on ly 174 votes. A republican estimate r.inde during the Philadelphia conven tion concedes to Bryan only 161 votes and claims for McKinley 2SS. Such estimates make no allowance for doubtful states, but it is not to be denied that some of them are doubtful. The only question Is what states are to be considered so. The New York World says Bryan has 1 votes sure and Mc Kinley IK sure, and put New York, Indiana. Ohio, and Minnesota, with a total of S3 votes, as doubtful. It gives Kentucky, Maryland and West Virgin ia as sure for Bryan, and In that re spect runs directly contrary, to the Philadelphia estimate that each of those states is sure for McKinley. He can lo3e New York and Indiana and Kentucky and still be elected. Bryan, on the other hand, has only 144 sure votes and has to get 80 more to win. To him New York Is a necessity. There hag Just been received here a letter from the pen of a Puget Sound lawyer who was absorbed by the pio neer tide setting in for that part of the American republic north of the arctic circle, which Is fixed in the public im agination as Cape Nome. His sketch of the situation Is graphic. A great mass of humanity, lured thither by the hopes of gaining fortune, Is at its wits' end. Meanwhile, It would seem thftt those transportation companies which should be most sincerely Interested In the de velopment of the camp have enjoyed a monopoly of high prices all winter by means other than creditable. With this summer's Influx of men and materials they played bear with the prices, to the Irreparable injury of the new comers. Cut these are not the worst features of the situation. Commercial conniving and sharp practices with respect to the ale of human necessaries might have been anticipated. What Is most dls cournging Is the mining entanglements. Never before. In a state or territory of the Union, has the possible output of a camp been complicated with such sel fish disregard of Individual right under the federal mineral act. Five, ten, twenty-five, fifty twenty-acre clulms comprise a trifling area of personal ownership. The man claiming ownership to 100 locations Is common. For the first time In the history of min ing under American law the power of attorney has become an Instrument of fraud so far-reaching that only the ted ious test of wholesale litigation can frustrate It. For miles and miles the country seems to have been closed to personal efforts; the Industry which solves min ing problems Is going begging. Invest ors who bought titles to alleged miner al deposits, and shipped machinery to develop the ground, find themselves dis possessed: their plants useless. All Is a war of titles. The results are traceable to a cause the court, once established, should lose r.o time In affirming. When Price, the agent, and Lane, the grub staker, found gold through the accidental discoveries of the alien Laplanders and Swedes, they should have lived by the mining laws. Instead of organizing to take ad vantage of non-cltlzen locators whom they could manipulate. One of their alien partners, apparently acting under the advice of the Americans, was glad io oeconie me representative or an un- American minera' association, as recor. der of the district The records show that In hla own case, and that of his associates, location after location was made anj recorded, in the gulches, on the tundra and on the beaches. Not satisfied with personal and partnership claims they, as co-operative companies, filed one after another group of claims In the best gulches. All this in one and j I the same district, organized by a small number of men, the majority of whom were not citizens of the United States. The aliens are not to be blamed se verely. From all accounts they acted under the advice of full-fledged Ameri cans, who planned to take advantage, by theoretic purchase and corporative absorption, of the powers of attorney Invented for the occasion. It Is a matter of no surprise that the American miners from the Klondike coming after, last winter, should have Jumped and relocated In all directions. In every Instance of peaceable posses sion these latter locators have an ad vantage cf occupancy the court may fully realize upon proof of the conduct of the recorder and his confederates. At the bottom of the trouble In the mineral bearing area Is a question nev er raised before In this country. Min ing camps and mining associations have always been tolerant of a foreigner who located and worked property with the intention of becoming a citizen to protect his title. But never, until the organization of the Nome district, did aliens constitute the majority of the local lawmaking body, and elect one of their Ilk as recorder. The question, in brief, Is, can a majority of aliens legally comprise a law-making body under the federal mineral act, or under the constitution of the United States? In the light of such information as has been received, people who have turned tbelr eyes Nomeward sbou'd be' warned that the present year at least will be consumed In settling the legal ; disputes affecting the most promising placer areas in the district, and that commercial enterprise is greatly overdone.
