The nominees of the Philadelphia con ventlon present the strongest ticket that could have been chosen. The re- nomination of William McKlnley. for the first place, for months has been an assured fact. The unparalleled pros perity which has visited the country under his administration has. In itself, been sufficient to make him the assur ed leader of his party. Representing, as he does, in his own personality, the quintessence of republican doctrine, the harmonious completion of great movements now under way and running successfully under his control would make most unwlBe the selection of an other leader, however wise and capa ble he might be, at this formative per iod in our history. To carry out to a successful consummation the policies newly developed, the safe and careful guide who has led the American peo ple triumphantly thus far can best be trusted. In Theodore Roosevelt the younger element which has enabled the repub lican party to put into execution on the battlefield the plana and principles care fully thought out by its maturer minds, will And its ablest and most popular representative. A man of tried abil ity, unquestioned integrity, sturdy manhood and untiring energy, Roose vdt will be a sure winner with the people, and add materially to the re publican vote in November. THE REPUBLICAN PLATFORM. The platform adopted by the Repub licans at Philadelphia, while not as emphatic and unequivocal as was hoped it would be, is, nevertheless, a fairly comprehensive statement of par ty doctrine. It in no way compromises with the enemy, as all the contentions, principles and traditions that have characterized the Republican position on national is sues since the days of Lincoln were warmly supported in every line. The financial and territorial expan sion planks, however, could have teen more explicit with greater honor to the party. The majority of thinking people of the United States have made known their position on the matter of national finance and it is unques tionably in favor of the gold standard. With this knowledge in vlw, there fore, there wa no Just or reasonable cause why the Republican platform should not. have come out boMly and unequivocally for sound and honest money, ignoring the international agreement bugbear of Insincerity and folly. . The Aslorinn has always contcidi'd that the great political partlca, .wheth er their policies be good or bad, should come out boldly and frankly in sup port of their respective principles, for In no other way can great Issues be distinctly and honestely decided. It is In this spirit that It expresses regret that the national leaders did not take a stand squarely upon the llrm rock of the gold standard. Then, too, there should have been more vim and positiveness In the dec larations concerning the question of 'expansion." The policy of the Re publican party has been clearly out lined in the course pursued by the administration during the past two years. The American people have en dorsed it and the convention should have firmly sustained it in language which could permit of no misinterpre tation. However, the people of this country do not have to refer to a written 1ec laratlon of party principles to deter mine the position of Mr. McKlnley, Mr. Roosevelt, or even congress, on the great Issues which confront them lr. this campaign. Mr. McKlnley has been in office for nearly four years and by his works the people know and judge him. He can be depended upon to be just aa faithful to public In terest, Just as earnest and as sincere In his endeavors to be president for all the people as he ever was. It was, indeed, a most interesting de cision which was delivered by the United States district court in New York concerning the political status of PuerO Rico. The question arose un der the tariff laws, and the opinion of the court Is, in effect, that the conquest of Puerto Rico gave a military title only to the island and did not In corporate It within the United States, or extend our institutions beyond the limits assigned them by the leglsla tive power. "Our boundaries could not be r:gulated by the varying incidents of war and be enlarged or diminished as the armies on either tide advanced or retreated.' Acquisition of territory, the court holds, does not constitute lncorpora tion with the Union. This Is accom plished either by an Incorporation of its inhabitants Into the Union or by an ex tension of our laws and institutions throughout the territory by treaty or by legislative act. Former acquisitions by treaty have provided for the in corporation of the Inhabitants of the acquired territory Into the Union, but the treaty of Paris left the political status of the Inhabitants of Puerto Rico to the determination of congress, which has not yet tak?n definite action While, therefore, the treaty confirmed the title of the island In the United States, It left the status of the inhabi tants unchangad, they being still In habitants of a foreign country as re gards the constitution of the United States and within the meaning of the tariff acts, though as to foreign na tions Puerto Rico Is a part of the United States. It will be observed that this opinion of Judge Townsend Is In accordance with the position assumed by the re publican majority in congress in the debate on the tariff for Puerto Rico, and takes no account of the theory that the constitution extend, "ex pro prio vlgore," to all acquired territory. There Is a disposition to make this a political issue, but In the courts It is presumably treated upon constitutional and legal grounds alone. Now that the work of the mission aries In China Is suspended by military operations they are, temporarily, at least, out of a Job. Why would It not be a good Idea to recall them and send them down among those communities within our borders where such a con dition of savagery exists that the peo ple find delight in the sanguinary eport known as "lynching." This Is carried out under certain rules. First, a man usually a black one is accused of some crime any crime will do, since no evidence is demanded. Then he is seized and thrown into prison. This adds z'-st to the jport that follows. The next step Is for the lynchers to costume themselves, usually a black or white face, mask being considered sufficient, proceed to the prison and go .through the formality of demanding the victim from the Jailor. To make It more interesting, this functionary sometimes denios the request, but this Is usually expected.
