Under all the circumstances the re- publicans have nothing whatever to be ashamed of In yesterday's re suit. All the principal offices In the county will be filled by republicans, while John Hahn's majority is far be- low anticipations, considering the fact that he ran as a republican and un questionably divided the republican vote. The election of Linville and Thompson is particularly gratifying, Linville wus antagonized by a comblna tlon especially organised and managed to defeat him. while Henry Thompson was opposed by one of the strongest and most popular candidates who ever ran on a party ticket in Clatsop county. Moody's magnificent majority with every precinct In the county to his credit, shows the strength of na tional republicanism in Clatsop county, and Harrison Allen's vote is a testi monial to that gentleman's standing at home that will "do him honor throughout the state. Lyman's elec tion is no credit to the citizen's move nvnt His qualifications for the office, with his physical Infirmatlis, counted too largely in his favor to be overcome by the record Mr. Lee has made, as good as that record undoubtedly is. Taken altogether, the honors in yes terday's contest are much more than even in republican favor, and will be so conceded by every fair-minded par tlsan of the fusion ticket There should be no hesitation or un certainty on the part of the water com mission in disposing of the electric light question at tonight's meeting. If it proposes to defy the will of the people and. through considerations of senti ment rather than duty, remand the matter of lighting the streets baek to the council, let it be done promptly and decisively. Of course, without the backing of the water commission, the council will have no alternative but to make the best terms possible with the light monopoly or let the streets go unllghted. In this dilemma there Is but one consistent course open to the council. It must stand by its position; let the streets remain in darkness and leave the responsibility of that sltua tlon at the doors of the water commls slcn. There can be no question that this Is the sentiment of .line-tenths of the taxpayers and householders of As toria. Eetter. far better, the Inconven ience of dark streets, or the substitu tion of some other and temporary sys tem of lighting than to surrender the people to the mercy of the West Shore Mills Company. According to the representation of the West Shore Mills Company, and as a reason why it demands a five-year contract at an advanced rate over that heretofore paid for street lights, the progress In electric light appliances has rendered Its plant in many re spects obsolete, and it is necessary to Invest a large sum in repairs and im provements. This argument, rightly considered, shows the Importance of a change from private to public owner ship at this time rather than, on some future occasion. If the people are to be put under tribute for the erec tion of a modern light plant, it is folly to give that plant to a private company. Let the water commission build the new plant for the people, and then every cent the people have to pay over and above the expense of operation will be Invested In their own property and tend to reduce the fu ture burden of private and public light ing. If the money proposed to be col lected from the people, after It has been applied to the Interest charges on the debt incurred by the light com pany in purchasing the gas plant, pay ing its running expenses and providing a living Income for its officers and share holders, goes to reimburse them for the increased investment necessary to the improvement of the present plant; the West Shore Mills Company will be the beneficiary of the increas ed rate and the people will be worse off than under existing circumstances, In ether words, If the people are to bo taxed to build another light plant or even to renovate the old one, let the money be Invested In a public plant, which will be the property of the people when paid for. The only argum;nt heard against the ownership of a public electric light plant is that the West Shore Mills Company would loso Its Investment In the prvsent plant if the city went Into competition with It in the electric light lng. It Is urged, that is to say, that the people are under some sort of obllgn lion to support the West Shore Mills Company and have no right to omnncl pate themselves from that obligation by building and operating their own riant. But let us see what conclu ston such an argument Irrestibly leads to. If the people, after having cen trlhuted in the rates paid for years past the Interest as well as principal Invested by the West Shore Mills Com pany in the old, worn-out plant, are to be placed under fresh obligations to rebuild that plant for that company, when. In all good conscience, is that condition of slavery or subserviency to end? Will the West Shore Mills Com pany be any the more Inclined to can eel its claims upon the city whon it has completed the new plant with the people's money than it is today with the old plant, for which the people have paid? Then, agaln.lt will be re called that the president of the com pany openly asserted at the last me?t- insr of the water commission that his company had bought out the gas com pany in order to stop competition in the light business. In other words, after having put out one competitor It Is looked upon as a hardship that it should not be allowed to enjoy Its hoped-for monopoly in the light busi ness. Another feature of this pecu liar plea of the light company, and an additional reason why the peo ple should be freed from Its domin ion, is the fact that the consumers of electric light are being taxed to pay interest and capital borrowed to buy out the gas company. Not content with substituting a monopoly for what was once open competition In the fur nishing of light to the people, the West Shore Mills Company Is proposing to compel the people In the rates It now wants to charge in an unobstructed field to pay enough for both Its gas works and build it a new electric light plant besides. If the West Shore Mills Company has a right to levy taxes on the people, to repay its Investments and obliga tions incurred on account of its at tempted monopoly of the lighting buai- ne?s, let the water commission ap praise and pay for Its antiquated electric plant and throw such portions of it as are not adapted to modern use into the river. This would be a much better investment, in connection with that required for a first-class public plant, than to continue the present or a worse rtate of future bond age to the West Shore Mills Company without any prospect of Its end. EXPORTS STILL GROWING. For the month of April, 1900, Amerl can exports of manufactured articles were worth forty million dollars, while the total value of our manufactured exports for the fiscal year ending June 30 next promises to considerably ex ceed four hundred million dollars. Our exports of manufactured products for last April were greater than those for any previous month in our history, while the total for the present fiscal year bids fair to bi three times as large as it was ten years ago, certain- a remarkable growth In our export trade for such a comparatively short period. In the same decade Great Bri tain's exports of manufactured articles have not appreciably increased, while no European nation appears to have Increased Its exports by more than 25 per cent In the same period. The United States total exports in the same time hav2 Increased 150 per cent. The growth of our manufactured ex ports seems to be especially In the line of metal manufactures, as the statis tics prepared by the Invaluable bureau of treasury statistics show. In 15S9 oi'.r manufactured exports formed less than 20 per cent of our total exports, while for 1900 the percentage will be The Increase in metal and manu factured exports for the decade 1889- 1W8 was 339 per cent; the Increase for manufactures of all kinds was only 110 In the same time, and that for manu factures other than metals 55 per cent. Our exportatlons of railway rails give a very good idea of our Industrial growth In the last few years. In 1SS9 we exported 7,338 tons of stee rails worth :33,3S7 and In 1S3S 229. 7S3 tons, worth ,613.S7. Judging by the present rate of exportation should export enough tons of steel rails during the present fiscal year to In crease the value of such exports for the present year to eight million dol lars. Russia, Canada and Japan are the largest purchasers of our steel rails. They began to buy them In 1S9S. for the value of such exports In 1S96 was only a little over half a million. It had In creased to $2,IS2,20 In 1S97. to 84,613.- 370 la 19$. and Ju.29S.lC3 In IS99. GOEBELITES STILL PLOTTING.. Brooklyn Standard-Union. Although Gov. Taylor, of Kentucky, has accepted the decision of an In famous law, which, although It strikes at the rule of the majority, is still the law, In the case of the office to which he was elected by a majority of ballots which left no doubt of the popular will the Goebelites continue their persecu tion of him and those of his support ers who have taken refuge In Indiana, and an attempt at kidnapping them has been discovered and defeated. The scheme Is to get them on Kentucky soil, by hook or by crook, and into the hands of the partisan courts, for what purpose and with what probable result there can be no doubt. Judging by what has already been done in that direction. "The mills of the gods grind slowly, but they grind exceeding small," and there is retribution in store for those who have eo flaggrantly cheated the will of the people, and made the elec tive franchise a mockery and Justice a byword and a hissing. Gov. Taylor has been solicited by friends in Ken tucky to run again for the office, and there Is no doubt that should he run there would be no uncertain result. The vote for him would be so great that no partisan court would dare to at tempt to set it aside, for fear of an up rising of the people, who have stood all they intend to stand In that direc tion.
