The defeat of the Clatsop county Agulnaldo ticket In June Is ss foreor dained and certain as the defeat of the Agulnaldo national ticket In November. The people of Clatsop county are not In the humor to treat with patience the pretensions of local reformers any more than the people of the country 'are Inclined to listen to the mock decla mations and declarations of the Chica go platform demagogues. Oregon Is too busy just now preparing for the wonderful era of trade expansion which is bound to follow the re-election of McKinley and the enforcement of re publican principles and policies. This 1? not the year for calamity howlers and socialistic theorists of the Bryan school of politics in the affairs of the Nation, the state or county. The peo ple of Oregon know as well as those of other sections of the. country that the Bryanite can't carry a single Northern state east of the Mississippi and north of the Ohio and Potomac rivers, and that every single Western state that was deluded Into the cheap money tidal wave of 1S96 has fallen soliOly back into its old republican lints. With the grand possibilities be fore the people of every section of the Nation the people of Oregon want hard-headed, earnest and energetic workers, not cranky theorists and re formists In charge of the national, state and county governments; and their votes must be given to the republican tickets In order to get them. Oregon fires the first gun In a campaign which will knock the forces of traitors and anti-progressionists Into confusion and ultimate utter extinction. That gun will have no uncertain sound or ef fect The majority for congressmen, for the legislative candidates, who will help elect the next United States sen ator, and for every other candidate on the republican county tickets, down to the jfhee of constable, will be the greatest ever known In Oregon. The year 1900 will be a record breaker for the republican party In the volume of Its vote and in its triumphant and sweeping success throughout Oregon and the Nation. Four years ago the enforced Idleness and general prostra tion of Industry and trade, succeeding the four years experiment of demo cratic, anti-expansion, free trade gov ernment, had brought many of the people of Oregon, in common with those of other sections of the coun try, to the verge of ruin and despair. Mr- Bryan and his heresies captured many a vote for the fusion ticket which no 3ort of combination on it will ever obtain again. Every channel of com merce, Industry and trade in the Na tion is now enjoying the highest meas ure of prosperity. Every workirgman In Oregjn is employed at liberal wages; every business Interest Is stead ily expanding and every dollar paid to employer or employed Is the equal, and will be kept so, of the test dollar known In the world. This is the record of four brief years' control of the affairs of the Nation by the republican party. The future never In the whole history of the country looked so bright and encouraging. Who wants, and for hat reason, a change? The peo ple of Oregon will shun the candidates on any ticket that rests upon the proposition to change this situation; to dishonor the Nation In the sight of the world; to convulse the whole busi ness and Industrial Interests of the country by a reversal of the policies which now prevail as they would shun a pestilence. The people of Oregon believe In the flag and In the expan sion of the power of the republic to the utmost limit of Its possible extent throughout the West Indies and the Islands and countries of the Eastern seas. Let no voter in Clatsop county be timid or afraid. The people of no section cf Oregon, least of ail In Clat sop county, or in the Nation are going to try any experiments with Bryan and his crazy, non-descrlpt followers this year. They would as soon vote for a visitation of cholera or smallpox In their prosperous, stirring and progres sive hamlets, communities, counties, districts and state as to vote a sin gl Brynnite, fusionlst, cttltvn or In dependent Into the humblest and least consequential oiTW. Nothing but a traisht-.ut republican, of the most pro nounced and stalwart type will ans wer the requirements this time. Put none but republicans on guard In city, county, state and Nation, Is the watch word of the campaign in Oregon this year. THE METHODS OF THE MISSIONARIES. BOEU Muiat Halstead. The arrival In the Vnlted States of the Boer peace mission, as It Is called, Is an event of unusual Interest. It Is an appeal made to the government of the United States, ostensibly, at this time, and as It is perfectly known that it U not within the capacity of the government to do that which Is desired that the proposition that Is to be made Is certainly to be utterly Im practicable the next step is to be an Appeal to the people of the United States, to assail the administration of President McKinley as antagonizing the liberitles of a people, and as illus trating what the disorderlies are pleas ed to call American Imperialism: and the assertion Jf the Boer sympathetic takes the hostile form that we are not sympathetic with the Boers to the point of Intervention in the war lit Africa, because we have drifted away from our republicanism. This is put forward purpesely just now. with the l.lea of bullying the Unit ed States Into antagonism to Great Britain In some shape or other. And as th-s demand on us In one we can not admit to be- based upon correct principles, why It is hoped to rein force the Filyipinj contingent in this country by rallying an array of roar ers for the Boers. The Filipino Insur rection has become a game of anami nation by a banJitti--ome desperate nvn who have had the Spanish exam ple of government before them all 'heir lives, and all the lives of their ances tors, as the only one known to them of oivillied administration. The ban ditti of the Philippine islands propose to take the plac; of the Spaniards ns robbers and oppressors. The demo cratic party In ;his country seems to be drifting in the direction of driving out the American at my from the Phil ippine islands, as usurpers, and are supporting the guerilla war of assas sination. I happen, having visited Manila, to have occasional communications from the Philippine. Islands, and it is a fact that has been widely circulated and believed among the natives, especially those outside the range of American influence, that William J. Bryan was last year elected president of the United States, and also that the Cuban people had risen In insurrection against the American 'intrulon" in Cuba, and that it was 'herefore necessary for the government of the United States to withdraw the troops to a great extent from the Philippines to fight the in surgents in Cuba: It is to these barbari ans and banditti that the democratic party are appealing, and the preser vation of order in the Philippines is associated with democratic proclama tions, editorials, and in everything they have to say about the alleged Imperial Ism, which they are everywhere asso ciating with the came of public liber ty and public ordor combined. Of courso it is that combination which is the very strength of the republican form of government, the preservation of personal liberty in association with Public order, by the authority and the power of the people themselves. That is all there Is of our "imperialism." It Is red. nu ile I should say In this connection my sympathies were with the Boers They were professors of republicanism; they called their chief executive Prvsl dent. I received from Boer sympathis ers of the city of New York a circular setting forth the reasons why they h.id taken up arms, and the pith of the matter was the bark of it and the cor. of It-that the great majority of the white people In the Transvaal state the builders, for example, of the splcii did city of Johannesburg; the builders of the railroads of the country; the projectors of the vast railroad enter prise of a line of steel from the Cape to Caiiv, by way of the Nile country that the English, In other word, that the Europeans who had been brought to Africa by the unparalleled riches of that part of the world. Just us the people of the United States crossed the continent to California when the gold discoveries were made there the avowed Boer policy and doctrine was that the majority of tit white men were not Boers but Europeans, and that as the English-speaking people of the Transvaal were twice as numerous as the Dutch-speaking people, and be cause they were in the majority, they must not bo allowed to be disfran chised In any form or In any degree! That is precisely the" contention of President Kruger, and he repudiated r.nd falsified In anting this exclusive policy, his own words, when he wns himself a missionary of peace, as he pretended, in the city of London, and had to tlmnk the British for the pres, r vutP;n of the Boers themselves against the rising swarms of natives In the Zulu war. It does not seem now that it it right that the people of the United States should accept as assertions of the Boer missionaries, that they are republicans, and assign two reasons for It one. that when the war commenced, before the armed minority drove out of the Transvaal the unarmed majority who had made the country prosperous, and who were paying nearly nine-tenths of the taxes with no representation what ever In the gos'ernm nt that this armed and warlike and domineering minority, l:h the fortunes of war overwhelmingly against them, are threatening an everlasting combat, by which property shall be destroyed, and by which there shall be a game of as sassination carried on indefinitely uion false pretense it divs not occur that they are in any sense to be accepted as representatives of republicanism. On the contrary, they represent the most sanguinary form of caste rule. They trample upon the majority, both et the black men and white men. In what they call "their own country," The Boers are about one-sixth of the population of "their own country," and according to their demands, lm personated in President Kruger and associated with him is the conspirator, President Steyn, of the Orange Free State anil they impersonate In them selves as despotic and bloody a minor ity, who insist upon It, that their nat ural right, and their divine right, ac cording to the Old Testament, Is that they shall be the ruling class, the ex clusive rulers, and that the black ma jority who live upon the soil of the Transvaal, shall be the black niggers of the Boers, and that the white ma jority, who made the country famous and rich and did the world a benefit ir doing so, shall be the white niggers of the Boers- H.
