Mayor Bergman's action In going to ihe West Shore Mills Company, with out consultation or advice from his as sociates in the city council, and re questing at the hands of that company, in his offlclaJ capacity, the gratuitous favor of lights for the streets during the encampment of the grand lodge of Odd Fellows, was not only a piece of gross Impertinence and usurpation, but also an indignity to the city coun cil which should be resented by that bdy and all good cltiiens of Asto ria generally. Such conduct on the mayors part places the city in the false attitude of accenting as charity a public service which It is either lack ing In ability or too mean to pay for. and at the same time tends to misrep resent the merits of the city's contro versy with the lighting company In the minds of visiting strangers, who know nothing of the facts which have led up to the present situation. If Mr. Wekh, or some other prominent mem ber of the local fraternity, had made arrangements with the company, either as a matter of private compensation or donation, to light the streets during the entertainment ind sitting of the grand lodjre assembly there could be no just criticism of the propriety of such bargain. Rut when the official head of the city, who sustains no con nection with the order of Odd Fellows, travels out of the functions of his of fice to compromise the position which the city council. In its sole Jurisdiction and authority over the lighting ques tion, has seon fit to assume towards a corporation seeking to hold up the city and ferce its official approval of a contract to light the streets at a price universally condemned by the city's taxpayers as extortionate and outra geous, the matter takes a totally dif ferent aspect. If Mayor Bergman is not In hannory with the views and conclusions of the city council, he can easily relieve himself of all official em barrassment and responsibility the score of its actions by promptly re signing his office and that Is Just what the council and people of Astoria will exptct him to do, unless he discon tinues his allianc? with the enemies of the city who are seeking to dis credit its hospitality and coerce its submission to a sefceme to loot the public treasury In the Interest of a grasping light monopoly. It Is just as much Mayor Bergman's duty to uphold the city's good name"- and guard its funds from extortion and robbery as it is the duty of any mem ber of the city council. The Astorian will tell him that there are suspicions abroad in the community that his zeal for the electric light company is not Young Girls How easy it is for vountf girls to go into the "decline." They eat less and less, become Saler and paler and can arldy drag throuch the day. They are on the steady down ward course. Iron does them no good; strychnine and bit ters all fail. If Chairman iVher ncikuu consults the feelings and wishes of the people for whom he has so far conducted a signally successful and satisfactorily fight against the oppressions of the West Shore Mills Company, he will Introduce at the next meeting of the council a resolution appropriating the amount of funds nec essary to pay that company, ftt the current 'rates charged other consumers, for the street lights furnished the city through this officious and unwarranted Intermeddling of Mayor Bergman. SOME FACTS FOR THE ODD FEL LOWS TO CONSIDER. A dispatch in yesterday's Oregonlan, dated Tacoina, says: "Few people, even those engaged in the transportation business, have any idea of the enormous earn ing capacity of all classes of boats engaged In the Cape Nome car rying trade- To illustrate: The gross earnings of the Kaiser Wllhelm der Gross, on a round trip, occupying over SO days, is jro,fto0 to $90,000. the latter sum whete her holds are Riled with freight to their capacity, and her cab ins all taken jp with three clasps of passengers, first, second and steerage. The Kaiser represents an outlay of over $1,000,000, and it requires more than 500 men to operate her, and when she is under steam she consumes over 500 tons of soal every 24 hours. Eight trips is an ordinary year's work for a beat of this class, nine being the most boat of her character could possibly make, as dockages and repairs occupy the remaining period of the year. Compare these earnings with those of an old barge, costing when new not to exceed 120,000. In the Cape Nome trade, and they sink Into Insignificance. The;!h greatest obsu?!e existing barge Skooku'ii, which Wt a few days j ago under tow for Nome, carried 700"). tons, dead weight, and measurement . ,. , . cargo, in addition to a large number of live cattle, horses, sheep, and hogs. J The freight money on this Immense j cargo amounted to $1S4.000 for a dls- l tance of less than one-third as great as a ship of the Kaiser's class would have to cover. The steamship Oregon is said to have had under her hatches ! enough freight at from $40 to $00 a ton i to bring $71,600, while on her decks enough livestock and goods were stored to bring $10,000 more, and In her pas senger accommodations she had 523 Ieople, averaging $100 a head, or a total of $147,600 for a steaming voyage of about eight days. Then she will easily pick up 300 pawengers at $100 and $130 per head for the return trip, thus bringing her gross earnings for a round trip, requiring not to exceed 30 days, to about J1S0.0OO. Thus this steamship will earn more than money enough in a single round trip to pay the entire cost of her purchase, repairs and operation, leaving a large balance to be divided among her owners. The barge Skookum stands to net her own ers over $100,000, over and above all expense, on a voyage not to exceed 30 days, and, if she gets there, will prob ably sell for $20,000 more. There are several hundred delegates In attendance on the Odd Fellows' con vention in this city, from various sec tions of Oregon, whose especial atten tion the Astorian would like to Invite to the above Item. What will these representative citizens say to the prop osition that all this great business, ag gregating millions of dollars In the going and coming, would be done from the mouth of the Columbia river If It had not been for the Jealously of Portland. Do these interior delegates know that the mouth of the Columbia river Is the uttermost railroad exten sion point on the American continent Into the Pacific ocean, and that Asto ria, within 12 miles of the open ocean, Is over 160 miles nearer the Cape Nome mining country than any other port on the Pacific coast? Do they know that the excuse made by Portand for not engaging In the Kondike business, viz, that Seatte had the advantage of the nearer end safer "inside passage" through which commerce could be sent cheaper and more expeditiously than from the mouth of the Coumbla river, cuts no figure In the Cape Nome busi ness' Do these delegates know that the Columbia river at one time had all the Alaska business, as well as regular lines of vessels to the Sandwich Islands, to Hong Kong, China, and other Oriental pcrts, but that all this business has been gradually surren dered to Taoonia and Seattle, simply because it became impossible to do It from a river point one hundred miles inland, that la from Portland, and that Portland preferred to throw her induence In favor of sending this com merce away from Oregon rather than permit Astoria to do it? Do these in terior delegates know that Portland has been a drag upon the progress of Oregon for ten years past, and that It is entirely due to Portland's selfish spirit that the state of Washington has so enormously Increased In trade, com merce and population over Oregon?
