The Columbia River Packer Asso elation and every other reputable sal mon canner on the Columbia river should take Immediate steps to urge the passage of a bill Introduced In congress by Representative Barham of California, and which has just been fa voi ably reported by the committee m f.irt-lm cimmor. The bill la known as the "Pure Food Bill." and Is Intended to prevent the adulter. tion cf all kind of food products and compel them to be put up and sold un d-r distinctive names and labels. It Is exactly the eort of law for which honest Columbia liver packers have cried for years, and its provisions will absolutely prevent the fraudulent sale of Pust sound and other Inferior (trades of fish under the misleading name of Columbia river Chinook sal mon. One section of the bill seems to have special application to the practice of false salmon labeling, although It is doubtful If the nuthor had the sal mon tannine Industry In mind when he wrote it. It provides that the term 'distinctive name" used In reference to food products "shall not be constru ed as applying to any article sold or offered for sale under a name that haa come Into general use to Indicate the class' or kind of the article. If the name be accompanied on the same la bel or brand with a statement of the nlace where said article has been manufactured or produced." Mr. Barham has explained the object of this section as the Important and necessary one of protecting producers and manufacturers in the use of names which have become genera! to desig nate some article, where the specific or distinctive name has become gen eric or In general use. He says 'if the product or manufacturer were de nied the UBe of specific or distinctive names in such cases jreat injury would necessarily result. 'Sardines' Is not the name of a little fish, but the name uf a place, so that persons engaged In putting up sardines In this country If prohibited from using the word 'sar-1 dine,' a distinctive name, the word could not be put upon the label or I brand. So with 'champagne,' 'bor- deaux.' 'cognac,' etc. These are names of places and not of wine or brandy, although distinctive, and If the man-lot ufacturer be prohibited from their use Inbrandlngorlabeling.greatand Irrepar- able Injury must of necessity j result. It may be iaid that while there or many measures of Importance be fore congress dealing with national questions and with the commercial future of the country, as important an they ar- It Is doubtful If they concern the future welfare of the po pie of the I nltcd otates more than does this pure food bill. All kinds of adulterated foi products are on sale throughout the United States, to the serious injury cf the health of the people- It Is Impossible to know how- many of the aliments for which doctors prescribe and the proprietary medicine people advertise remeJIes are due to the consumption f adulterated and leliterious food products. Some of the states, Ohio and Massachusetts notably, nave passed stringent pure fiKHl laws and enforce trem rigidly, but in almost all th states no suitable legislation has boen enacted, and adulterated food products are sold In vast quantities. Those Interested In the sale of these products have heretofore prevented legislation by the states, but even If suiU legislation were not so tfvnerally fought in all the states of the Union It would be Impossible to have legislation of such uniform char acter enacted as will be the case un der the provisions of this national statute. The only way to reach the adultera ted fooj evil is through congressional action. Under the constitutional right to regulate commerce between the states. It -is possible to reach food adulterations by prohibiting the trans portation and vending from one state o another of food products unless they are plainly labeled so as to show what they really are. In other words, as to our salmon industry, if the state uf Oregon does not think it Import ant to preserve our peerless Columbia river product from the frauds of out side packers In Washington and else where, the federal government has a perfect right to step In and say that the people of other states who consume canned salmon shall not be bilked Into paying pries which should command the first-class article for the cheap stuff put up by unscrupulous packers un der Oregon labels. There Is no more effective way of reaching this evil, both as to salmon and other products, than the bill reported to Mr. Barham, and at the same time it fully safeguards the Interests and rights of those engaged In the manufacture and sale of honest food products. If Columbia river can ners take no steps to show their ap- reciation of Mr. Earham's bill It will be evidenced that they do not want any law to break up the practice of false labels. SULZER'S DEFECTION. Sulzer, the demagogue, who made such a disgusting play In the Wardner strike investigation at Washington for the vice-presidential nomination on the ticket with Bryan, feels that he has been turned down by the nonilnatiin Towne at the Sioux City conven tion. He evidently blames Bryan for Towne's nomination, and as he Is In a position to know Bryan as well as any body, It must be believed thai Bryan dictated the platform and other do- ln?s of the Sioux City meeting. This In how Mr. Sulzer talked to a reporter the other day regarding the prospects of the Bryan ticket "I predict unhesitatingly the greatest success for the republican ticket In New Tork state that the party haa ever secured there. My best friends 'threw me down,' and I am no longer In sight nationally: I can be mayor of New York or governor of New York, but I would not accept the nomina tion for the vice-presidency now to save the democratic party from defeat. Bryan Is beaten already. You will see that Crokfr will be against him. We will all be against him. This Is the end of It, before the thing is well begun. McKinley Is practically elected, and Theodore Roosevelt Is the master poli tician of New York for four years to come. New York goes republican as sure as fate." Only a llltle while ago It was Mr. Sulzer's idea that nothing on earth nor In the heavens above nor the wa ters beneath the earth could prevent the triumphant success of Mr. Bryan as the great champion of the people at the next election. His change of heart and rage against Bryan because of the defeat of his own political am bition shows the class of kidney to which Sulzer and many other Bryan shoutera belong. It has been a matter of surprise, that has changed Into one of Indignation with the citizens of Astoria, that the Portland Evening Telegram not on ly medules In the affairs of this city but wilfully, and seemingly malicious ly, misrepresents the city and Its people In dealing with public questions. For days past the Telegram haa comment ed upon the efforts put forth by the citizens of Astoria to secure public lights at a reasonable rate and to re lease themselves from the grip of ex tortion of a private corporation by building their own lighting system, In which they have $10,000 already Invest ed. Had the Evening Telegram, which purports to give the news In Its news columns, stuck to the plain, honest truth in regard to the public lighting question, no one could or would have objected, but when It purports to give as news a biased, distorted and pal pably false statement of the condi tions existing in Astoria, it goes out of its way to favor private malice from some source and to slander this city and its people. Just why the Even ing Telegram wants to deliberately lie about the proceedings of an open meet ing of a public body in this city, and this it did in its columns both as to the facts discussed and the discussion at the last meeting of the water commis sion, is bard to even imagine. The Telegram came to Astoria seeking business and subscribers. No local pa per put a straw in Its way, but when a newspaper comes and first asks for patronage from our citizens and then deliberately muligns them and the city, it Is asking too much to let its con duct pans without protest. If the Telegram will only give a verbatim re port of the meetings held by the var ious public bodies in Astoria which have to do with the lighting question, nothing more can or will be asked for at Its hands, but for it to deliber ately falsify Its report of their pro ceedings, presumably in order that its correspondent might earn an extra stipend from some source, puts the Telegram on the basis of a newspaper which considers first Its correspondent and his personal views and Interests, then the news as he chooses to give it, and lastly, If at all, the truth.
